Sandoval County Senior Program Administrator Under administrative direction, plans, directs, coordinates and administers the daily operations, functions, and activities of the Sandoval County Senior programs including Senior Centers, Volunteer Services Program, Meal Site and the Frail and Elderly Program; coordinates and manages the services with other County departments, contracted providers, community services, and funding sources to ensure cooperation and collaboration in the delivery of services and compliance with requirements; manages, administers, and monitors the finance and budget functions for multiple budgets; reviews and approves invoices and claims; researches alternative funding sources including grant funding; prepares and submits a variety of applications and reports; manages and oversees the department goals and objectives; monitors contracts; develops relationships with community organizations and outside agencies; and performs other administrative support functions as directed by the Director of Community Services. Bachelor's Degree in Gerontology, Social Work, Community Services, Business/Public Administration, or related field and six years of experience in program administration and management of senior services programs in a community service or health and human service program including responsibility for managing, planning, and coordinating the day-to-day operations and functions of the assigned programs, contract monitoring, grant writing and administration, public relations/community outreach and three years of staff supervisory and budgetary responsibility; OR an equivalent combination of education and experience. Valid New Mexico Driver's License. Ability to maintain a valid New Mexico driver's license. Must pass a background check applicable to position. Pre-employment drug and alcohol screening. This is a safety-sensitive position subject to random drug testing in accordance with County policy. Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations. Coaches and motivates staff; coordinates and/or provides staff training; manages employee relations, workflow and prioritization of projects; measures the performance of assigned unit/area and all related staff and takes appropriate corrective action when necessary; provides general advice and counsel to staff; develops or assists with developmental work plans for staff; assists with recommendation and implementation of corrective actions, discipline and termination procedures as appropriate/necessary. Manages the day-to-day operations of the County's Community and Senior Centers, Frail Elderly and Volunteer Services programs and services for senior citizens including daily oversight of staff and contractors; establishing program goals and objectives; provides daily guidance via telephone or on-site visits to senior centers; responds to and solves problems and concerns that are brought up at the centers such as maintenance issues, reports being submitted to Adult Protective Services, and other urgent matters that require attention. Completes required reports to include programs progress towards meeting contracted and funded goals as well as Senior Program goals and objectives; and completes and/or revises the Programs annual goals and objectives. Prepares fiscal budgets and submits to Director of Community Services. Prepares requests for proposals and professional services agreements in accordance with State of New Mexico and County purchasing requirements and monitors delivery of services. Obtains quotes and estimates for County and Legislative capital outlay requests, submits application packets for requests for capital outlay, and oversees projection completion. Reviews and assesses weekly and monthly documentation prepared by staff and makes changes/revisions to information, programs, and goals/objectives as needed; reviews all financial reports; closely monitors and reviews program expenditures; manages and oversees the financial compliance of contractual funding; monitors financial reports prepared by the Finance Department for accuracy; completes Library bond requests; and reviews budget adjustments and journal entries. Provides oversight of day-to-day operations of County Senior Centers and meal sites; monitors daily activities to include lunch services (congregate and homebound), transportation, case management, homemaker, caregiver respite, enhanced fitness and volunteer contracted services in compliance with federal, state and county funding requirements. Ensures that commercial kitchens are compliant with the State of New Mexico Environmental Inspection and Non-Metro Area Agency on Aging requirements, and monitors adherence to food temperature and safe food preparation requirements. Reviews and monitors Senior Centers program documentation, activities and reports including newsletters, program income reports, meal total reports and activities calendars; reviews menus and approves prior to being forwarded to the Non-Metro New Mexico Agency on Aging for approval. Reviews documentation and grant reports completed by the Volunteer Services Coordinator; coordinates and collaborates with various towns and cities within the County in order to utilize available buildings and facilities for senior programs and meal site distribution; collaborates with other social services agencies, other departments within the County, community providers and organizations to coordinate senior services and to increase effective delivery of senior programs in order to better meet their needs within the community; Collaborates and communicates with grants and funding sources for Senior Services and volunteer services to ensure compliance for reimbursable services such as congregate meals, homebound meals, assisted transportation, caregiver services, and respite services including volunteer meals and transportation. Prepares facility maintenance requests and ensures compliance with OSHA and SDS requirements are followed. Attends various meetings serving as the representative of the County Senior Programs such as the Senior Centers Advisory Board and Commission on Senior Affairs; conducts Senior Center site visits; holds monthly staff meetings to provide training and pass along program information; provides support to Site Supervisors to maintain adequate coverage at centers when short staffed; and meets with Site Supervisors and their staff to provide support and guidance as needed. Presents community presentations and trainings to inform the public about services being provided by the Senior Programs; visits with seniors during visits to the Senior Centers and special events in order to gain insight into the need for additional services and programs for seniors. Performs other related job duties as assigned.
