SENIOR FINANCIAL ANALYST Position Purpose/Summary Responsible forresearching and analyzing all financial data pertinent to theDevelopment Services Division, specifically the Office of Housing &Community Development. Reviews all fiscal activities and procedures asthey pertain to various units under the Office of Housing & CommunityDevelopment, implementing automated financial systems as needed andcoordinating related projects as assigned. Work is performed withconsiderable independence in accordance with laws and ordinances underthe general direction of the Director of Administration & Finance, whoreviews work through reports and conferences. No supervision isexercised over other employees. Essential Functions Maintains financialdata, program and project budgets, comparability studies and performsgeneral operational duties of the office of Housing & CommunityDevelopment. Reviews fiscal activities and procedures for compliancewith federal, state and local regulations and requirements, with anemphasis on grant-funded programs. Compiles and analyzes statisticaldata from federal, state and municipal government sources. Reportsfindings to management to help drive decision-making. Preparesinformational reports and presentations in support of the mission andobjectives of the Office of Housing & Community Development. Interpretsand analyzes the costs and expenditures of various financial activities.Assists in the preparation of reports and maintenance of recordsrelative to the activities of the department. Assists in the maintenanceof fiscal, accounting, budgetary, and property management financialrecords, and requisitions for the federal capital progress payments.Maintains accounts receivable records, bills and collection of monthlypayments as they relate to various lending programs instituted by theOffice of Housing & Community Development. Reviews repayment of moniesto funding sources as it relates to the program income andreimbursements for the Office of Housing & Community Development.Performs related work as required. Knowledge, Skills, and AbilitiesConsiderable knowledge of the theory, principles, and practices ofaccounting and auditing, with special reference to the accounting offederal and state funded programs, projects and personnel. Considerableknowledge of the laws, ordinances, and regulations governing thefinancial structure and municipal accounting and auditing procedures ofthe Office of Housing & Community Development. Considerable knowledge ofthe development and implementation of financial systems to ensurecompliance with various federal, state and municipal mandates andregulations. Considerable knowledge of compiling, maintaining, andanalyzing financial data, particularly of community and economicdevelopment informational sources. Working knowledge of the preparationand maintenance of personnel records as it relates to payroll andprogram budgets. Ability to plan, develop and initiate new and revisedauditing and accounting procedures and systems. Ability to analyze andevaluate complex accounting and auditing problems and to developsatisfactory solutions. Ability to analyze accounts and programs ofvarious funding sources and to prepare difficult and complex financialand administrative reports. Ability to establish and maintain effectiveworking relationships with other municipal, federal and state officials,and the general public. Ability to express oneself clearly andconcisely, orally and in writing. Education and Experience Bachelor\'sdegree in business management, finance or accounting. Minimum of fiveyears of experience in a responsile financial position with an emphasison analysis of financial, budgetary and accounting data.
