Position Summary

The Program Director is responsible for operating the Meals on Wheels (MOW) and Child Adult Care Food Programs of Opportunities for Williamson and Burnet Counties. The Program Director provides leadership and administrative oversight including operations management and the development and implementation of new or expanded initiatives and services. The position reports to the Executive Director and operates under limited supervision with wide latitude for the use of independent judgment, discretion, and initiative. This is a supervisory position.

Essential Job Duties:

· Supervises the MOW Site Directors who provide Daily Client Meal Delivery, Congregate Meals and activities, and Meals for the OWBC Head Start Program

· Manages all aspects of program functionality, including but not limited to, grants, finance/budget, contacts, staffing, data collection/reporting, and facilities.

Provides management and leadership; developing and facilitating programs and initiatives to increase and enhance services offered to the community

Leads the development, implementation, and monitoring of the OWBC strategic plan within their area of program specialization

Evaluate the program and provide reports and recommendations to the Executive Director and the Board of Directors on strengths, opportunities, and progress of OWBC’s services

Maintains knowledge within their area of program specialization to ensure compliance with program goals, funding requirements and guidelines, and evolving industry standards

Plans and develops systems, processes, procedures, and protocols to improve operations and overall program quality and efficiency

Partners with community organizations to foster collaboration and support of MOW and CACFP program services; and resolves external/community concerns within their area of program specialization

Ensures compliance with specific program grant requirements, and assists the development team with the submission of annual grant award reports and renewals

Works with the Executive Director to prepare and oversee OWBC’s operating budget

Work with members of the leadership team and program managers, including one-on-one meetings with Development and Head Start Program Directors

Hires and supervises staff following personnel policies and procedures including orientation and training, career development advice, establishing employee goals, conducting performance reviews, coaching, counseling, and disciplining staff, and terminations

Participates in committees and Board activities, including but not limited to personnel, and development; attends OWBC Board meetings.

Represents OWBC among community groups, businesses, and/or the media

Oversees and monitors agreements for purchasing/acquiring goods and services, assuring compliance with state and federal regulations

Assures remediation of any identified compliance issues and incorporates steps for program improvement

Maintains a website and password file for all agency-related accesses.

All employees are expected to adhere to OWBC ethics expectations

Must be able to cooperate and work effectively with others

Must be diplomatic, honest, and fair

Regular and punctual attendance is an essential function of the position

Perform other duties as assigned or as they become apparent

Committees And Other Responsibilities

· Member of the Personnel and Program Committee

· Attends Board Meetings as scheduled and provides monthly programmatic reports at each meeting;

Knowledge, Skills, and Abilities:

Ability to ensure all OWBC program operations meet community needs, and that all services are delivered in an efficient, productive, compliant, and effective manner

Ability to build relationships and strategic partnerships with internal and external resources

Ability to operate various word-processing software, spreadsheets, and database programs

Ability to work effectively with others

Ability to provide excellent customer service to internal and external customers

Ability to ensure compliance with regulatory agency requirements and policies

Ability to respect the agency, program, and customer confidentiality

· Ability to carry out multiple tasks and meet deadlines

· Ability to follow instructions furnished in verbal or written format

Minimum Qualifications:

Education and Training:

Bachelor’s Degree in Social Welfare, Public Administration, Business Administration, Human Services or related field, and/or equivalent professional experience

Experience:

Five to ten years (5-10) of experience in human services program management, including program planning, operations and evaluation, and management information systems.

Five (5) years of demonstrated progressive leadership experience

Licenses/Certifications:

· Valid Texas driver’s license, CPR/First Aid, Food Managers, Civil Rights training

Working Conditions:

· Working in a fast-paced environment with priorities and plans that may change rapidly.

· Working on weekends, evenings and some holidays may be required.

· Must have a valid Class ‘C’ Texas Driver’s License with an acceptable driving record, and have access to a reliable vehicle with current vehicle liability insurance; must be willing to travel within the service area.

· Must be able to work Monday through Friday. Schedules may vary based on business needs.
