**Position Purpose** Under the direction of COE Procurement, the Buyer creates, reviews and maintains valid plans of material and manages the supply base in order to meet customer demand. Will consider hiring either a Buyer or a Senior Buyer, depending on experience.

**Essential Functions**

* Plans, schedules, releases and manages purchase, interplant orders and work orders as required

* Executes and manages Non Disclosure Agreements (NDA's)

* Formulates Requests for Proposals based on COE Requirements - ensuring flowdown of contractual requirements

* Sources selection and award of direct or indirect material purchase orders for assigned products

* Performs cost/price analysis for competitive and non-competitive procurements

* Develops and execute strategies for negotiation of purchase order terms: price, delivery, expedites, terminations, etc.

* Conducts post award supplier management with a strong focus on internal customer support (Message Mgt)

* Works with internal and external suppliers to resolve material issues (shortages, emergency customer demands, etc.)

* Develops and maintains communication channels between various departments and the Supply Chain to maintain the flow of materials to support the customer

* Reviews, communicates and acts upon anticipated delays

* Reviews anticipated shortage reports for future demands

* Reviews, analyzes, and makes changes to supply based on the outcome of monthly SIOP meeting

* Actively looks for improvement in the process in addition to maintaining and analyzing planning parameters (i.e. Lead times, lot sizes order quantities, safety stock)

* Reviews, analyzes and implements replenishment targets to support "pull" system

* Participates in capacity review meetings with internal and external suppliers

* Actively works on reducing inventory/lead times, supports production improvements, and efficiencies

* Participates in various PUN groups as required and works with IT groups to test changes and updates in the ERP system

* Leads CI/Lean projects

* Mentors/trains Level 1 Buyers as well as internal and external suppliers

* Supports difficult customer situations. Ability to resolve complex supplier situations.

* Solicits feedback from all areas of the organization to improve service, efficiency and continuity of supply

* Coordinates all aspects of the supply chain escalation

* Functions as a lead contributor able to influence and lead change

* Manages the process and execution of the Technical Evaluation of Proposals for Best Value decisiions

**Other Functions**

* Resolves invoice issues, implements engineering changes, and coordinates rework and return purchase orders. Sends Request for quotes to suppliers for pricing, delivery and inventory position - may be site specific.

* Communicates cost changes with Global Sourcing and update contracts as needed

* Trains suppliers to use WW systems (i.e. ebiz, POOLR, POSS, etc.)

* May be required to complete termination reports on requests from Sales

**Qualifications**

**Knowledge/Skills/Abilities**

* Clear understanding of Nondisclosure Agreement Requirements and Proprietary Data

* Expert knowledge of sizing, material planning and production scheduling

* Expert knowledge of Woodward replenishment programs. Ability to set up internal and external programs with production and customers

* Expert knowledge of WISE/Cincom/SAP, particularly MRP related screens

* Expert knowledge of Manufacturing Resource Planning (MRPII)

* Expert knowledge of planning functions/roles

* Solid communication skills, both verbal and written

* Advanced detail orientation and organizational skills. Ability to manage several projects at the same time.

* Advanced process and product knowledge

* Advanced Microsoft Office Suite and Database Mining software skills

* Ability to lead continuous improvement projects and groups in problem solving

**Education or Formal Training**

* **Bachelor' degree required**

* APICS (Association of Production and Inventory Control Society) or CPSM/CPM (Certified Professional in Supply Management/Certified Purchasing Manager) preferred

* Greenbelt certification preferred

**Experience Required**

* Sr. Buyer: Minimum of 5 years experience as a Buyer required;

* Buyer: Minumum of 2 years experience required.

* Manufacturing processes knowledge desired

* Some travel may be required
