MAJOR FUNCTIONS

MAJOR FUNCTIONS

Under the leadership and guidance of the Quality of Life Director, this position focuses attention on coordination of design, permitting, procurement and construction of various projects. Utilization of project management knowledge, experience and creative problem-solving abilities is necessary on a daily basis.Working knowledge of regulatory and procedural guidance at the Federal, State, County and City level is important to successful fulfill the duties of this role.This position performs professional project management duties for the Cityinvolved both with recovery projects resulting from the impact of hurricanes Michael and Sally as well as comprehensive development, scheduling, coordination, construction and close-out of multiple broad based projects. The position functions within the Quality of LifeDepartment with a focus on new and remodeled building structures including repair, replacement, remodel and other general projects that relate to construction, develop and processes.

  • Assists in the definition of project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Assists in the development of RFQ (Request for Qualifications), RFP (Request for Proposals), and bid solicitations for various and multiple City projects.
  • Actively assists in compilation of data needed to properly obtain permits and bids for projects.
  • Plan, coordinate and schedule the design, permitting, procurement, construction and close-out elements of multiple and various projects.
  • Develops and tracks detailed project plans and status to communicate with leadership, other departments and the general public including analyzing performance of short and long-term goals.
  • Directs, communicates, schedules and coordinates with contractors to accomplish multiple tasks in tandem with each other while identifying and eliminating schedule conflicts.
  • Meets with all construction, engineering, geotechnical, architectural and permitting entities to verify scope and project details on a regular basis.
  • Evaluates the performance of all vendors and contractors to ensure compliance with contracts, bids and needs as set forth by the City.
  • Manage and communicate regularly with internal and external customers to ensure all applicable permits are timely obtained from appropriate Federal, State, County and City regulatory agencies.
  • Coordinates with internal resources and third parties/vendors for the execution of projects to ensure all projects are delivered on-time, within scope and within budget, and effectively communicates project requirements.
  • Manages and communicates changes to project scopes, schedules and costs.
  • Adhere with all applicable ordinances, rules, policies, laws and regulations from the Federal, State, County and City level to ensure successful project execution and reimbursement.
  • Assist internal teams to complete administrative functions relating to Purchasing and Accounting teamswith verifying, analyzing and reconciling all expenditures for budgetary, stewardship and fiscal statement purposes.
  • Reports on a regular basis to all project customers the status of respective projects and advises of any changes in the scope, timeline or budget concerns.
  • Publicly present to various stakeholders the status of projects and communicate effectively, professionally and in an understandable manner including presentations for large and small groups.
  • Work with internal City teams to assist in the implementation of projects in a manner consistent with the needs and direction of City leadership.
  • Reviews, analyzes, and provides input on financial implications of decisions.
  • Performing other duties as assigned.


MINIMUM QUALIFICATIONS
  • Bachelor's degree in engineering, construction management or business administration with coursework in management, leadership, contracting or another related field.
  • Three (3) years of experience in project management and development.
  • Valid driver's license.
  • Project Management Professional (PMP) certification preferred.
  • Construction Specifications Institute (CSI) certifications in construction documentation and certification preferred.

Work is performed both indoors and outdoors with exposure to the elements as well as noise, odors, dust, and other potential hazards as they occur in both environments. Frequent transition between interior office work and deployment to the field, will little notice, is to be expected as part of this job.
