  • Knowledge of management techniques, methods, theories, principles, and labor relations concepts to assure optimum utilization of personnel, equipment and space and to accomplish program objectives through combined analytical technical and administrative oversight.
  • Extensive knowledge of the IT and IRS organization, functional roles and perspectives, operational responsibilities, projects, project interrelationships, project flow, project workload, work processes, and procedures, as related to IT Services and its customers in order to provide guidance and leadership in carrying out program strategies and to ensure policies and plans include a long-term outlook consistent with customer needs.
  • In-depth knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to guide subordinate staff in identifying and measuring program development or execution, and improving organizational effectiveness and efficiency.
