Under general direction, the Communications and Marketing Specialist performs professional duties in support of the District’s marketing, communications, and outreach programs and initiatives; assist in the development and implementation of community outreach initiatives to increase public awareness of the District’s programs and services; prepares a variety of marketing, educational, and promotional materials, including fact sheets, brochures, and press releases; provides complex staff assistance to the Communications and Marketing Manager; and performs related duties, as assigned. This is a professional level classification responsible for independently performing a variety of duties in support of the District’s communications, marketing, and community outreach programs. Incumbents are responsible for performing diverse and specialized work involving accountability and decision-making responsibilities, which include recommendation of policies, procedures, priorities, and standards. Performance of the work requires the use of independence, initiative, and discretion within guidelines. Oversees a variety of assigned programs and projects in support of the District’s marketing, communications, and outreach programs and initiatives; coordinates programs and activities with other divisions or departments; confers with representatives of other agencies, vendors, and the public;?monitors performance of assigned projects;?performs program administrative functions?and provides technical assistance to others on?specified assignments.?? Administers the District’s customer service programs and services; supervises customer service staff and manages customer service program operations; responds to and resolves the most complex customer issues; manages lost and found including oversight of intake, storage, and disposal; reviews and approves refund requests. Participates in organizing the District’s attendance at a variety of community outreach events and activities including community meetings, fairs and cultural events; attends events as a representative of the District. Responds to a variety of questions and provides information to customers, the public, and outside organizations; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues. Assists Marketing and Communications Manager with public relations and critical incident communications. Develops a variety of marketing, educational, and promotional materials, including fact sheets, brochures, website content, white papers, informational presentations, and related outreach materials for the District. Manages advertising contract with transit advertising company; coordinates with sales team and provides direction on advertising and sales strategies. Provides a variety of information to the news media; drafts press releases and supports the Communications and Marketing Manager in responding to news media inquiries; facilitates interviews with staff and conducts interviews with news media. Participates in developing social media content; drafts responses for social media as needed. Prepares presentations and acts as District representative at public speaking engagements. Participates in the development of goals, objectives, policies, and procedures for the District’s communication and marketing programs and initiatives; recommends and implements policies and procedures including standard operating procedures for assigned operations. Works as lead responsible staff with the Capital Division to develop and implement Community Outreach strategies for rail and pathway construction projects. Develops and participates in the preparation of requests for proposals; interviews and recommends the selection of contractors; prepares and ensures compliance with contracts by consultants and contractors. Provides responsible staff assistance to senior management; prepares and proofreads a?variety of?reports,?letters, memoranda, correspondence,?and related written materials; develops, designs, and produces charts, graphs, and presentations. Participates in annual budget preparation; identifies resource needs and prepares cost estimates; monitors expenditures. Attends and participates in professional group meetings; stays abreast of new trends and innovations in marketing and communication; researches emerging products and enhancements and their applicability to District needs. Attends and participates in meetings and community and promotional events, including on weekends and evenings. Maintains a variety of files and records. Adheres to all required safety procedures and programs. Performs related duties as assigned. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Equivalent to completion of a bachelor’s degree from an accredited college or university with major coursework in marketing, communications, business or public administration, or related field. Master’s degree preferred. Experience:

Five (5) years of increasingly responsible communications, public relations, marketing, and/or community outreach work experience. Public sector experience desirable. Licenses and Certifications: Possession of a California Class C driver’s license, to be maintained throughout employment.
