Nature Of Work

An employee in this class is responsible for planning, organizing, and conducting special projects as a lead for the Human Resources Analyst staff. Under general supervision, employees perform advanced assignments of considerable difficulty requiring the exercise of reasonable initiative and independent judgment in drafting, interpreting, and implementing rules, regulations, policies, and procedures. Work is performed in accordance with state and federal guidelines, legislation, accepted practices, existing arrangements, and contracts with which the municipal government must comply. A significant portion of the employee's time is spent on tasks related to special projects, including those related to the City's Ethics Ordinance, and oversight of the Human Resources Analyst team. The employee does research to develop policies and procedures for consideration by superiors, drafts policy language, and develops proposals. Work is reviewed while in progress and upon completion through conferences, written reports and results obtained. Additionally, the employee will review the work of the Human Resources Analyst team for accuracy and completion.

Examples of Duties

Leads the planning, organizing, and conducting municipal human resources special project activities; develops recommendations for policies by researching, surveying, and analyzing data pertinent to Human Resources and other issues for management review.

Special projects may include City of Tampa service award ceremonies, maintenance of grievance and discipline logs, creation and maintenance of forms, databases, compliance with FSS 119 and provision of public records, surveys, and employment verifications.

Oversees the maintenance of records to include ethics forms completed by City employees; provides assistance to the City Ethics Commission.

Assists in development and implementation of training designed for supervisors, managers, and the Human Resources Analyst team to include process improvements.

Keeps abreast of current Human Resources activities, particularly in the public sector.

Collaborates with the Legal Department in a timely manner.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: Human Resources accepted practices and established procedures; labor law, federal and state guidelines, and accepted practices and procedures; modern public personnel administration, organization and management principles and practices; municipal organization, programs, and activities; civil service law, rules, and regulations; sources of related information and data; Florida state statutes applicable to public records and public sector employment, and the City of Tampa Ethics Code; the City's personnel processing system, the Oracle database and Kronos timekeeping system.

Ability to: collect, analyze, and evaluate data; present data in a meaningful manner; prepare and submit clear, concise, and timely oral and written reports, and present such material in a persuasive and convincing manner; conduct independent research and study for completing projects; establish and maintain effective working relationships with employees, officials, and the general public.

Skill in: use of a variety of computer software applications to include the Microsoft Office Suite.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in Human Resources, public or business administration or related field, with one (1) year of experience in a professional human resources role with an emphasis on special projects to include public records and personnel administration; OR

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver's license is required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
