This position performs duties related to formulating conceptual designs and review of infrastructure design drawings. Responsibility includes resolving engineering problems, managing construction projects, and supervising assigned staff as required.

This position will assume the duties of the Director of Water and Sewer in the absence of the Director and follow directives from the Water and Sewer Director on various assigned daily tasks.

Formulates and develops conceptual engineering design primarily involving single systems; Supervises assigned staff as required, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting policies and procedures, resolving staff issues, making hiring or termination decisions/recommendations, and administering disciplinary action as required; Resolves engineering problems and provides technical assistance in the development of design criteria, standards, policies and procedures; Investigates citizen complaints regarding water and sewer and right-of-way problems related to the City infrastructure and water and sewer projects and makes recommendations for corrective action as needed; Conducts site inspections of construction projects and discusses problems that may require changes with affected crews or contractors; recommends methods of resolving unusual, complex engineering problems related to water and sewer; Serve as an assigned area liaison to officials and contractors and provides assistance in conducting technical proposal meetings, presenting petitions and designing projects and plans; Develops Request for Proposal (RFP) and project specifications; performs preliminary design and prepares cost estimates; participates in bid openings, vendor selection and contract administration and receives and approves contract invoices for disbursement; Oversees construction projects and prepares technical and operational reports; Provides and maintains a variety of technical information and standards Supervises assigned staff in the preparation and review of various drawings as required; Facilitates engineering bid proposals on City projects and provides bid recommendations to the City Council; Plan review and engineering analysis to assure regulatory compliance with local, state and federal requirements; On-call 24/7 for responding to Water and Sewer emergencies such as sewer spills and any additional duties surrounding hazardous situations that may occur; Accurate reporting of all Water and Sewer emergencies to all local, state and federal agencies in a timely manner; Performs other duties as assigned. Bachelor’s degree in Civil Engineering or related field; Master’s preferred; PE certification required; four (4) years engineering experience supplemented by two (2) years of project management and supervisory experience required; or any equivalent combination of education and experience; Georgia Soil and Water Conservation Certification (GSWCC) Level 1B/Level II Certification; valid State of Georgia Driver’s License; equivalent combination of education and experience.

Knowledge of City and department policies and procedures; Knowledge of State and Federal regulations and standards for water and sewer design; Knowledge of GIS-based water and sewer inventory development and Computer-Aided Design (CAD); Knowledge of the principles and practices of civil engineering as applied to infrastructure design construction and water and sewer construction; Knowledge of land survey and engineering methods and techniques; Knowledge of work zone safety techniques; Skill in using independent judgment and discretion; Skill in prioritizing, scheduling and delegating assignments; Skill in operating modern office equipment; Skill in analyzing, interpreting and preparing reports; Ability to establish and maintain cooperative and effective working relationships with others; Ability to communicate effectively orally and in writing; Ability to work under pressure and meet deadlines; Ability to exercise professional engineering judgment to achieve results consistent with objectives. Supervisory Controls: The Director of Water and Sewer assigns work in terms of general instructions.

Work is checked and reviewed for accuracy and the nature and propriety of final results.

Guidelines: Guidelines include generally accepted engineering practices, Federal, State and Local statutes and regulations, AWWA, and EPA standard specifications. These guidelines are general as well as clear and specific and may require some interpretation in application.

Complexity: This position consists of a variety of tasks involving engineering and project management.

Scope and Effect: This position is responsible for engineering related duties and responsibilities related to the Water and Sewer Department.

Personal Contacts: Contact is typically with co-workers, engineers, regulatory officials, contractors, construction workers and the general public.

Purpose of Contacts: Contacts are typically accessed to give and exchange information, resolve problems and provide services.

Physical Demands: The work is typically performed with the employee sitting, standing, walking, carrying, climbing, crawling, bending, stooping or kneeling and may lift light to moderately heavy objects.

Employee is required to move around construction sites and to use tools requiring a high degree of dexterity.

Work Environment : The work is typically performed in both an office and outdoor environment.

The employee may be exposed to dirt, dust, noise, machinery with moving parts, rough terrain and occasional sustained exposure to hot, cold or inclement weather.
