ESSENTIAL JOB FUNCTIONS 1. Plan, implement, administer, coordinate, monitor, report on, and evaluate the specific activities of all assigned grant financial and administrative functions. 2. Utilize search tools and attend local meetings to identify possible grant opportunities. 3. Meet with department heads, engineers, and other City staff to evaluate grant feasibility and to determine the scope and need for projects. 4. Serve as a liaison between Millcreek and Salt Lake County to ensure compliance of CDBG requirements and of expenditures for CDBG hard cost allocations from Salt Lake County. 5. Manage grant writing activities for federal, state, local, and private funding. 6. Ensure compliance with all applicable federal and state accounting and financial reporting requirements. 7. Develop procedures and systems for the effective administration of grants to ensure compliance. 8. Monitor grant budgets and appropriations, calculate budget adjustments, and make recommendations for grant budget amendments. 9. Monitor grant expenditures for allowability; monitor grant revenue and coordinate and prepare draws of funds for approval and submittal. 10. Ensure compliance with grant maintenance efforts and/or matching funding requirements. 11. Coordinate the internal approval of applications; assist with preparation and submission of proposals including budget preparation and compliance with all requirements, and coordination with federal, state, local, and private grant officials. 12. May provide in-house training and technical assistance related to all grant activities. 2 13. Develop and present periodic reports (i.e. newsletters, annual reports, brochures), presentations, and reviews of program impact and progress; distribute reports to various executives, administrators, affected departments, and grantor agencies, as necessary. May present at city council meetings. 14. May work with outside consultants on specific grant applications. 15. Perform other duties as assigned. MINIMUM QUALIFICATIONS 1. Education and Experience: a. Bachelor’s Degree from an accredited school in business administration, accounting, finance, or closely related field; AND b. Two (2) years’ experience in finance, accounting, grantsmanship, or related field. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. 3. Knowledge, Skills, and Abilities: a. Ability to read and interpret applicable federal, state, and local regulatory laws, standards, and requirements for governmental accounting and grant administration. b. Ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel), internet applications, and applicable organizational software. c. Effective oral and written communication and interpersonal skills. d. Skill in adapting to a changing work environment, competing demands, and the ability to deal with frequent change, delays, or unexpected events. e. Ability to pay close attention to detail; ability to research, compile, and develop clear, concise, and accurate reports and associated documentation. f. Ability to exercise initiative, independent judgment, and follow through with minimal direction. g. Ability to establish and maintain effective working relationships. h. Effective organizational skills. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment. Light physical effort and usually comfortable working positions. Local travel may be required to attend meetings. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction. 4. Hearing: Hear in the normal audio range with or without correction. 5. Attendance/Work Schedule: Employee is expected to work normal business hours Monday through Friday. Incumbent may be required to work extended hours including evenings and weekends to attend city council meetings, etc.
