SCOPE OF WORK
1. Project Description: To retain the services of a Temporary Professional/Technical personnel through the Indefinite Quantity (IQ) Job Shop Consultants to support EnvironmentalServices in MTA Construction & Development (MTA C&D), Delivery Services Office (DSO).
2. Professional/Technical Title: Associate Project Manager I (Noise/Vibration Engineer or Professional; or Acoustical Engineer or Professional)
3. Duration of Service Required: 52 Weeks
4. Normal Work Week: Monday - Friday
5. No. of Hours Per Week: 40 Hours (occasional overtime hours may be requested;
6. Hours of Work: 8:30 am to 5:30 pm
Technical 80% and 20% Administrative
Office 70% Field 30%
Access to right of way required: Yes.
7. Unpaid lunch hour
8. Work Location: NY, NY 10004 or a field location on or near the MTA NYCT (New York City Transit) subway system, MTA commuter railroads, MTA facility or MTA construction site.
9. Reports to: Principal Environmental Specialist, Environmental Management Systems
10. Education Requirements:
• Bachelor's degree from an accredited college in physics or an engineering degree in electrical, mechanical, or acoustical engineering; or
• A four-year high school diploma or its educational equivalent and nine (9) years' experience; or
• A four-year high school diploma or its equivalent plus any combination of college education and/or experience to make up the equivalent of nine (9) years' experience and education combined.
One year of experience will be given for:
• 30 semester credits of college education leading to a Bachelor's.
• A Master's degree from one of the disciplines described above.
• A valid Professional Engineer's (PE) license.
11. Experience Requirements:
• Minimum of five (5) years' experience in noise control engineering or construction noise analysis demonstrating a solid understanding noise control;
• Relevant experience reviewing local, state, and federal environmental regulations and permitting requirements regarding noise, acoustics and vibration.

13. Special Skills/Training & Other Requirements:
• Demonstrated understanding of the fundamentals of noise and acoustics.
• A 30 Hour Occupational Safety & Health Administration (OSHA) Certification prior to participating in work on the track or on or near the wayside;
• The Consultant shall take and pass an MTA New York City Transit (NYCT) Track Training prior to participating in work near or on the wayside;
• The Consultant shall provide safety shoes, at no cost to the MTA, which meets MTA guidelines and specifications when participating in any activities located on the track or wayside;
• Experience with acoustical modeling software and technical tools to support acoustics/noise analyses and recommendations preferred;
• Familiarity with acoustic measurement practices, acoustic software tools, and instrumentation preferred;
• Experience with providing acoustical solutions that address sound isolation, room acoustics, Heating, Ventilation and Air Conditioning (HVAC) noise and system noise preferred;
• Experience with preparation of noise and vibration studies within a transportation environment;
• Knowledge of Microsoft Office Suite;
• Strong verbal communications skills;
• Must possess and demonstrate clear and concise written skills.
• Engineer in Training (EIT); first part of Professional Engineer's license or Professional
Engineer's (PE) license preferred.
14. Description of Work:
The Consultant shall perform various tasks for capital projects in MTA C&D related to the following:
• Prepare, review, and implement construction noise control and monitoring plans of construction projects;
• Design and oversee the implementation of construction noise and vibration control measures;
• Conduct acoustical and vibration measurements;
• Analyze data for environmental noise and vibration, HVAC noise, reverberation times,reflection pattern, and sound isolation.
