Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below. Inspects commercial and non-commercial properties for compliance with County codes and ordinances related to zoning, landscaping, natural resources, signs, graffiti, adult use businesses, pain management clinics, construction and land alteration permits, building addresses, property registration, hand sanitizers, shopping carts, and solid waste management. Inspects existing residential and commercial structures to determine if violations of maintenance standards exist related to building maintenance and dwelling requirements, and basic electrical, plumbing, gas, structural, and mechanical codes. Inspects properties for compliance with environmental and maintenance codes and ordinances related to overgrowth, accumulation of discarded materials, storage of dangerous materials, inoperable vehicles, improper or damaged fences, and other nuisance conditions. Investigates code violation complaints through physical inspection and meetings with complainants and alleged offenders to determine if violations exist and to explain minimum standards and requirements established by applicable County codes and ordinances. Reviews land alteration applications for compliance with environmental codes and ordinances. Research legal descriptions, tax records, property maps and other sources to determine property ownership; maintains inspection records and suspense schedules for follow-up inspections; and completes reports on inspections conducted. Researches and determines lot boundaries, right-of-way, and locations of parcels of land using GIS, property appraiser maps and other sources of information. Collects evidence related to code and ordinance violations by conducting interviews, taking photographs, researching internet sites, obtaining property ownership information, researching vehicle information, and collecting and reviewing zoning documentation and related information. Participates in the resolution of code and ordinance violation complaints through physical inspections and meetings with complainants and alleged offenders to explain regulations and promote corrective actions needed to resolve infractions. Issues notices of violations and conducts follow-up inspections after an established period allowed for compliance to ensure that work is complete and meets established code and ordinance standards. Communicates verbally and through written communication to notify violators and complainants of the status of investigations and enforcement actions to be taken if resolution of the code and ordinance infraction does not occur within an established period- of- time. Refers to the supervisor that code violation cases in non-compliance be sent to the Code Enforcement Board or Special Magistrate for review to consider initiating the issuance of citations or other legal remedy. Attends hearings and gives testimony as required. Assists in training entry level employees in performing code enforcement duties. Attends civic meetings to respond to questions and explain codes and ordinances. Coordinates with other agencies for assistance as needed. May be required to provide operational support during periods of local, state and national emergencies. Performs other related duties as required. Knowledge of Hillsborough County codes and ordinances enforced by the department to which assigned. Knowledge of property inspection and code investigation techniques. Knowledge of the laws and regulations governing the enforcement of codes and ordinances. Knowledge of basic building structural, electrical, plumbing, gas, and mechanical codes and ordinances applicable to existing residential and commercial structures. Knowledge of the geographical layout of Hillsborough County. Knowledge of standard operating procedures of the department to which assigned. Knowledge of department and County safety standards. Skill in the operation of tools and equipment used to perform code inspections. Ability to read, understand and explain Hillsborough County codes and ordinances. Ability to read and understand legal descriptions and tax rolls to determine property ownership. Ability to follow legal procedures related to the enforcement of codes and ordinances. Ability to effectively manage multiple code enforcement cases in a timely manner. Ability to communicate effectively, both orally and in writing. Ability to enforce codes and ordinances firmly, tactfully, and impartially. Ability to properly and safely operate a motor vehicle. Ability to operate a computer and related software. Ability to operate cameras and video recorders. Ability to work outside in a sub-tropical climate under adverse weather conditions. Ability and willingness to work non-standard hours. Ability to kneel, bend, reach, climb steps and walk extended distances over rough terrain. Ability to work under stressful conditions. Medium work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Associate degree; AND Two years of experience performing inspections and investigations to enforce governmental building, zoning, signs, or environmental codes and ordinances, or reviewing land alteration permit applications for compliance with environmental codes and ordinances, or as a general contractor; OR An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above; AND Possession of a valid Florida Driver's License In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
