Location: One to three trips to Springfield, IL for quarterly onsite meetings.Functional Description: The Business Analyst/Data Analyst will perform business and data analysis tasks daily. Functions will include analysis, planning, assisting in managing project deliverables, updating the project plan using Microsoft Project, coordinating between the technical team and the business users. This role will support analysis of two different data structures to support conversion and new data model development of a large-scale data warehouse using complex SQL. This includes providing direction for the solution, ensuring data quality, and support of the design, development, and implementation (DDI) of the project.Primary Responsibilities:Analysis of Medicaid enrollment, provider, and claims data, current business processes and systems, identify requirements for new processes and systems, identifying and documenting data anomalies and collaborate with cross functional teams for effective resolution.Work with internal team and customer on business documentation and updates.Facilitate meetings with user groups and document meeting minutes, action items, and decisions.Support the DDI Project Manager, as needed, including maintaining the Microsoft Project Plan/Schedule for DDI project.Develop professional presentations using Microsoft PowerPoint.Assist with data quality testing and follow up with business and ETL and QA Team.Share use cases to data analysts for profiling, review results and infer compliance to Medicaid / CMS processes and guidelinesAbility to juggle multiple priorities and ensure availability to questions and clarifications from data analystsPositive attitude and willingness to jump in and help where neededRequired Qualifications:7+ years of healthcare business analysis experience supporting business initiatives through data analysis, writing business requirements and user acceptance testing of various systems4+ years of experience in working with State Medicaid and CHIP agencies5+ years of Basic understanding of CMS reporting requirements for MedicaidBachelor's degree or higher degree in business intelligence, analytics, computer science, engineering, or related fieldFirm understanding of Fee for Service (FFS), Managed Care claim adjudication processes from eligibility and enrollment to claims processing to funding/financeKnowledge of health insurance, Health Management Organizations (HMO) and managed care principles including Medicaid and MedicareExperience working on a Medicaid Enterprise System DDI.Proficient in MS Word, MS Excel, MS Project, SharePoint and MS PowerPoint.Be a self-starter and able to thrive in an environment with little guidanceStrong time management and organizational skillsExcellent interpersonal, oral, and written communication skillsExperience with facilitating meetingsEffective organizational, analytical, time management, problem-solving, and multi-tasking skills, and habits; ability to complete assignments under tight deadlines with little/no direct supervisionPreferred Qualifications:Experience working with PERM, T-MSIS, CMS Federal Reporting or similar projectsExperience with Teradata and SQL AssistantExperience in Azure Data Factory, PowerBI and SnowflakeKnowledge of Quality of Care programKnowledge of data integration, software enhancements/planning and agile methodologiesExperience with using Azure DevOps, JIRA and Visio
