Administers a wide range of HR initiatives, policies, and procedures for all County employees. Heavily focused on employee & labor relations, staffing, HRIS, reporting. Also works with all facets of the HR function, including, but not limited to: records management, benefits & leave administration, safety, workers compensation, wellness, training & development, unemployment compensation, and performance management. Must have a firm understanding of HR and the various functions that are administered. Interacts with employees across all levels within the County. Maintains positive work atmosphere by behaving and communicating in a manner that is professional with customers, clients, coworkers, and supervisors. Reports to the Chief Human Resources Officer (CHRO) and Deputy Chief Human Resources Officer (Deputy CHRO).
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES :
Functions as an HR Business Partner for a particular division and assists in other areas as needed and assigned. Recommends, counsels, and advises on a myriad of employment actions and provides support with employee/management counseling & coaching. May travel to various County locations.
Manages one or more core functions of the HR department (e.g., merit hire, salary board, onboarding/HRIS, and/or leaves of absence.
Specific to merit hire: Interviews applicants for merit hire positions and identifies lead candidates. Communicates with the state and with department contacts to ensure compliance with the Merit Hire Program. Tracks and reports data. Serves as Team Lead for HR staff assisting with this function.
Specific to onboarding/HRIS: Serves as Team Lead for HR Generalists who handle personnel actions, agenda, job postings and onboarding. Ensures training needs are met within HR to support a team approach.
Improves manager and employee performance. Identifies problems and implements solutions. Provides coaching and counseling to managers and employees.
Supports positive employee and union relations.
Educates staff, management and department heads on all HR related procedures and information.
Takes the lead role in conducting investigations when complaints are presented.
Maintains & completes accurate files and records for the department.
Creates and conducts various HR trainings.
Helps to manage and resolve grievances.
Completes unemployment claim forms and attends unemployment hearings for employees who have separated from the County.
Maintains Human Resources Information System (HRIS) records and compiles reports to analyze data and trends. Responds to requests for information. May file required government reports.
Recommends new approaches, policies, and procedures to improve the efficiency of services within HR and in all departments.
Maintains compliance with Federal and State regulations and laws concerning employment.
Performs various administrative actions using our HRIS and applicant tracking programs.
Compiles data from personnel records and prepares reports. Conducts or oversees internal audits. Assists in maintaining and completing accurate files and records for the department.
Attends conferences and seminars to enhance knowledge.
Maintains confidentiality at all times regarding all aspects of Human Resources and the County.
Performs other duties as assigned including special projects and trainings.
QUALIFICATIONS REQUIRED:

Bachelors Degree required. Major/minor/concentration in Human Resource Management, Psychology, Organization Development or Business preferred.
At least two (2) years of Human Resources experience required. Employee and labor relations experience preferred. Public sector experience preferred.
HR certification from either HRCI (PHR, SPHR) or SHRM (SHRM-CP, SHRM-SCP) preferred.
Proficient computer knowledge of Microsoft Suite required. Advanced Excel skills preferred.
Working knowledge of Human Resources Information Systems (HRIS) required.
Must maintain a valid drivers license and have reliable transportation with appropriate insurance, as local travel is necessary.
