Job Description

The Department of Small Business Services (SBS) helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building a fairer economy in neighborhoods across the five boroughs.

Reporting to the Executive Deputy Commissioner, the Chief Financial Officer oversees an agency budget of over $330 million and is responsible for oversight of several key business units (Budget, Revenue, Accounts Payable and Audit) within the Department and two affiliated non-profit (501 3) corporations that provide support to ensure the efficient delivery of services and programs and maintaining compliance standards at the Federal, State and local levels.

Primary responsibilities include, but are not limited to:

-Lead all matters relating to financial policies and procedures, budget planning, formulation, presentation, execution, reporting and requirements for financial management systems and other operations, overseeing compliance with all oversight agencies.

-Provide leadership, supervision and oversee the operations of the financial management and audit teams including planning, assigning, and directing work; appraising performance; rewarding and coaching; addressing complaints and resolving concerns.

-Lead financial management activities and an integrated accounting and financial management system including auditable financial reporting and internal controls, oversee accurate allocation of costs among budget accounts and ensure compliance with applicable accounting standards and principles, financial information, and system functional standards.

-Oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve compliance with applicable laws and regulations as well as internal and external policy and adopt adequate measures to address anomalies and eliminate/mitigate risk of future non-compliance.

-Serve as Treasurer for two non-profit corporations, with combined budgets of over $10 million, overseeing the bookkeeping process and general ledger, ensuring the organizations adhere to tax regulations and best accounting practices, preparing the financial statements and reporting to the board of the corporations and the agency Commissioner.

-Advise agency leadership on control measures and build consensus regarding strategies that contribute to more efficient allocation of resources.

-Institute methodologies, organizational practices, and processes to ensure audit readiness and accuracy, consistent with applicable U.S. generally accepted accounting principles and prescribed departmental accounting policies and procedures.

-Serve as agency liaison with the NYC Comptrollers Office, NYS Department of Labor regarding fiscal matters, and Financial Information Services Agency (FISA).

-Enhance and/or develop, implement, and enforce financial policies and procedures of the organization that will improve the overall operation and effectiveness and provide reliable budget and expense projections and reporting mechanisms.

-Oversee and advise in the implementation, development, and maintenance of information technology systems for internal and external finance systems.

-Evaluate the financial management and audit teams' structure and plan for continual improvement of the efficiency and effectiveness of the group as well as provide individuals with professional and personal growth with emphasis on opportunities (where possible) of individuals.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in 1 above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in 1 above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in 1 above.

4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in 1 above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in 1 above.

5. A combination of education and/or experience equivalent to 1, 2, 3, or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in 1 above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in 1 above.
