Summary:

To provide clerical support services to staff attorneys and investigators in the Office of Public Defender.

Essential Duties and Responsibilities

Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Handle confidential matters relating to the Office of Public Defender. Maintain a variety of office files and records including client files on pending criminal and juvenile delinquency cases and record case data, including inputting in the Office of Public Defender case management system. Send out notices of client trial dates using case management system. Create motions, orders and many other legal documents that may be needed. May be asked to type letters or briefs for assigned attorneys.
  • Answers the telephone and provides information to Office of Public Defender staff, judges, law enforcement, clients and the general public which may require an understanding of criminal and juvenile delinquency proceedings. Take messages for attorneys.
  • Copy court files and fax documents.
  • Obtain information utilizing the Office of Public Defender computer terminals.
  • Other duties as assigned.
Required Knowledge, Skills and Abilities

Knowledge Skills and Ability:
  • Requires knowledge of modern office practices, principles of modern record keeping, setup and maintaining filing systems and have the ability to learn legal phrases and terminology.
  • Clerk Steno II must be able to accurately type a minimum of 45 words per minute.
  • Requires skill in operating a personal computer, word processing software (Microsoft Word).
  • Ability to read and comprehend simple instructions, correspondence and memos.
  • Ability to write correspondence.
  • Ability to effectively present information in one-on-one and small group situations to the general public, co-workers and other employees of the Office of Public Defender.
  • Requires good working knowledge of the English language and spelling.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
Minimum Qualifications

Education and/or Experience:

High school diploma or general education degree (GED).

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

I. Medical Insurance
The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the County's medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.

II. Vision and Prescription
The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

III. Dental Coverage
The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

IV. Life Insurance
A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.

V. Retirement
All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
