Description

CAMS is looking for a Plant Manager at Oswego Harbor Power, LLC in Oswego, NY. The incumbent will have 38 direct and indirect employees. The Plant Manager will be responsible for all aspects of plant operations, safety and environmental compliance, NYISO and NERC compliance, policy administration, and financial results for Oswego Harbor Power.

Oswego Harbor Power is a 1,617 MW steam generating facility located in Oswego, New York, primarily consisting of (2) Foster Wheeler Boilers; (2) Westinghouse Steam Turbines; and (2) Westinghouse Generators, including all associated gas and electrical interconnection systems and facilities and other associated equipment, systems and structures; oil storage, water treatment, cooling, supply and discharge systems; plant auxiliary and support facilities. The Plant Manager is also responsible for oversight and maintenance of the South Oswego Tank Farm, a fuel oil storage facility 3.5 miles south of the plant. The facility is interconnected to National Grid at 345 kV and sells power into the NYISO market. The successful candidate will work closely with the Owners representatives and be responsible for establishing plant culture and driving business practices to meet the owner's strategic objectives.

Essential Duties and Responsibilities

  • Responsible for all day-to-day operation, maintenance, fiscal and administrative functions of the facility and for achieving company and group goals.
  • Establish and obtain approval of a complete annual operating budget and operating plan that is consistent with the objectives of the business.
  • Manage the Collective Bargaining Agreement.
  • Measure and control performance against the approved budget.
  • Establish, implement, and consistently evaluate comprehensive operation standards, procedures and programs which comply with the business objectives, as well as governmental, contractual, and environmental requirements, and identify strengths, weaknesses, and areas of potential problems, along with suggested corrective measures.
  • Control and maintain the supplies program that evaluates and controls the level of inventory required to effectively operate the Facility, while limiting inventory costs.
  • Select, train, and manage a work force that is motivated, flexible in skills, cross-trained and technically astute.
  • Provide timely and accurate responses to correspondence and requests for information.
  • Implement corporate standards and programs.
  • Provide on or ahead of schedule accurate routine and special reports on cost allocation, EHS compliance, NERC regulatory compliance, system and equipment reliability, availability, performance, condition, and deficiencies, as well as future objectives and plans.
  • Ensure active compliance with environmental, health & safety, and NERC compliance programs.
  • Analyze facility's actual financial performance versus budget.
  • Approve routine financial statements and other required reports for partners, banks, and regulatory agencies.
  • Ensure that all Facility personnel comply with established financial authority limits for the procurement and invoice processing.
  • Establish and monitor administrative procedures for the facility.
  • Oversee and monitor purchasing at the facility.
  • Monitor and ensure compliance with federal, state and local employment laws and regulations.
  • Interpret, monitor, and ensure compliance with all contract provisions.
  • Monitor federal, state and local energy regulatory activities and their impacts to the facility.
  • Monitor facility payroll and benefit programs, procedures and policies.
  • Other duties as designated by the company.
Requirements
  • Bachelor's degree in engineering or related field, or the equivalent in training or experience.
  • Minimum of 10 years' experience in power plant operations and maintenance required.
  • Knowledge of conventionally fired steam technologies desired.
  • Knowledge of combustion turbine technologies preferred.
  • Experience with operations and maintenance of power boilers, steam turbines, generators, electronic controls and monitoring devices.
  • Proven managerial/supervisory experience.
  • Knowledge of human resources and prior collective bargaining agreements desired.
  • Proficiency with personal computers, including Microsoft Office applications.
  • Demonstrated experience indicating effective communication skills, analytic ability, detail orientation, and ability to make decisions and meet deadlines.
  • Driving on company business is a requirement of this position and as such, the incumbent shall have and maintain a valid driver's license.
  • Performs repetitive and non-repetitive physical duties. Requiring lifts, pushing, pulling, stretching, bending, climbing, working in awkward positions, and lifting up to 50 lbs.
