This Opportunity The WSP USA team is growing and we're looking for an EHS (Environment, Health and Safety) Director to support a confidential client near Syracuse, NY. This is a senior functional & leadership role during the Architectural and Engineering phase of a semiconductor manufacturing facility campus development project. The client's semiconductor manufacturing facility campus will be built-out over an approximate 20-year period and will consist of the construction of four (4) Memory Fabrication facilities (Fabs). The Confidential Client expects that the Fabs will be built in sequence, with construction of each Fab starting as the preceding Fab is being outfitted with manufacturing equipment and the startup of operations at the facility. This process will result in there being continuous construction activities at the project site over the approximate 20-year period, with a significant portion of that construction occurring inside previously constructed Fab buildings. Your Impact Regulatory and Client EHS Compliance, Design Management Planning, Competency Assurance * Ensure all requirements of Confidential Client's EHS Standards and applicable regulatory requirements are being implemented. * Ensure the implementation of the Confidential Client's Global EHS Design Performance standard by incorporating Design for Safety within the design process and to achieve the required safety outcomes. * Prepare, or coordinate the preparation, and periodically review and update EHS Design Management Plan which must include a design for safety philosophy, description of the project organization, standards and statutory requirements, project design for safety principles, hazard identification and risk management program, produce design for safety training curricula, obtain management agreement and commitment for KPIs, develop project EHS audit scope and schedule. * Prioritize long-term objectives of safety and wellbeing. Facilitate and support the development of a Design for Safety culture via planning, consultation, training, auditing, studies, project focus groups, corporate specialists, and a community of practice. * Prepare, or coordinate the preparation of a safe workplan, work method statement and an on-site emergency plan factoring in environmental and spatial conditions. * Coordinate and conduct project site-specific EHS training and inductions. * Establish an EHS communication program to ensure accurate information is shared with the stakeholders. * Support management team in allocating design work to appropriately qualified and experienced personnel. * Ensure construction work is planned and managed in a way that prevents or minimizes negative safety outcomes for all contractors and persons who may be at or near the workplace during the construction activities. Design for Safety * Perform all Safety Risk Assessments and evaluations to ensure proper implementation of Safety in Design and to ensure it remain compliant with changing regulations over time using the Risk Assessment Process from ANSI B11.0. * Assure that Design for safety methodology is incorporated into the design phases through the establishment of a tracking list and workflow for this approach. To be carried out during programming, concept, detailed design, construction phases and eventually operation and maintenance phase. * Support Project Director/Manager in assuring Design for Safety and Engineering integrity and functions. * Provide the relevant information that is needed by the project team to enable them to carry out their duties properly at different stages of the project especially for Design for Safety. * Ensure the contractual relationships within the project are clear and their responsibility on Design for Safety are clearly allocated. * Request and obtain details from the designers and contractors of the Design for Safety arrangements they propose to implement throughout the project. Process Risk and System Operational and Reliability Risk Assessments * Perform all Process Hazard Risk Assessments and evaluations required to ensure proper Safety in Design and Process Safety in Design. This includes, but is not limited to, Safety Risk Assessments, Safety Review with EHS, HAZOP studies, etc. * Perform all System Operational and Reliability Risk Assessments and Single point of failure (SPOF) analysis required to ensure proper System Reliability and Robustness in Design. This includes, but is not limited to, FMEA studies, SPOF studies, etc. * Facilitate developing of Asset Integrity Management (AIM) - Life Cycle Activities. * Facilitate selection of applicable techniques for risk assessment matching the project's context and ensure the proper risk identification, assessment, and control. * Ensure that a Facility Siting Analysis, addressing all credible hazards to all occupied facilities, is performed and that all necessary actions are carried out. * Use the Risk Management tools to carry out collaborative risk management with key stakeholders throughout the project. Facilitate collaborative approach among the stakeholders * Collaborate with Confidential Client's Owners Team Members and EHS counterpart. * Conduct workshops with clients and project managers during the conceptual design stage to ensure potential issues are identified early and organize Design for Safety workshops to engage appropriately qualified and experienced personnel. * Involve specialists such as engineers or building service designers during the initial risk assessment process, particularly for unusually complex designs. * Develop and foster strong relationships with internal and external customers to promote a culture of caring. Who You Are Required Qualifications Knowledge and capability in ensuring safe design is extremely important. EHS Manager shall have a comprehensive and up-to-date understanding of the vast array of relevant codes of practice and legislation, both national and international, state planning principles, regulations, ministerial specifications, local environmental plans and more. * Degree in related engineering field with 10 years in Semiconductor Plant Design, Construction, Operation and Maintenance * Subject Matter Expertise in Design Safety * Professional Engineer (PE) license required * Ability to understand and interpret Global EHS & Site EHS Standards and Procedures * Strong familiarity and knowledge of OSHA 29 CFR 1910 and CFR 1926 * Ability to understand and interpret EHS legal requirements, codes of practice, guidelines, and international standards * Ability to understand and interpret Management Systems e.g. ISO14001, ISO45001 * Excellent communication and interpersonal skills * Proficient with BIM360 * Working knowledge with Bluebeam Software * Experience and familiarity with the following risk assessment and management tools: o Risk Assessment / Job Hazard Analysis / Job Safety Analysis o Hazard Identification (HAZID) o Failure Mode Effects Analysis (FMEA) o Hazard and Operability (HAZOP) o Controls Hazards and Operability Analysis (CHAZOP) o Construction Hazard Assessment Implication Review (CHAIR) o What-If Analysis o Facility Siting Analysis Preferred Qualifications * Certified Safety Professional (CSP) license
