General Summary:

Performs professional accounting duties of high complexity requiring the application of governmental and general accounting theory in maintaining accounting records and producing financial reports. This position is responsible for managing the fixed asset records of the Agency, coordinating and performing month-end and year-end close procedures, assisting in the preparation of quarterly and annual financial reports, performing revenue and expense trend analysis, and ensuring compliance with generally accepted accounting principles (GAAP) for areas of responsibility. Provides oversight for work performed by junior staff

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages DARTs fixed asset record: Performs monthly review and reconciliation of capital projects (work-in-progress). Records all acquisitions, transfers, modifications, and retirements of fixed assets. Works closely with capital project managers and fixed assets custodians from various Departments. Prepares quarterly and annual fixed asset reports, and other ad-hoc reports as needed. Runs depreciation and ensures that depreciation is calculated correctly. Ensures that appropriate approvals and documentations are obtained for fixed asset disposals and performs auction related tasks. Assesses capital assets for impairment in compliance with GASB requirements, performs the necessary calculation and records impairment. Ensures compliance with Federal Transit Administration (FTA) requirements for capital assets: Manages and conducts physical inventory of fixed assets every two years as required by the FTA and acts as DART fixed asset representative during the FTA Triennial Review; Ensures that FTA requirements related to capital assets are met with respect to retirement of grant funded assets. Performs the interest capitalization for DART capital projects by researching, interpreting and applying the relevant financial reporting requirements. Monitors, reviews and analyzes DARTs capital projects, identifies projects eligible for interest capitalization, summarizes the relevant costs, develops appropriate forms and schedules, computes the amount of interest to be capitalized and makes related entries. Reviews capital project transactions monthly to ensure compliance with DART capitalization policy. Performs account analysis and reconciliations and works with different departments on assigned accounts. Reconciles and balances the fixed asset management subsystem to the general ledger monthly. Reconciles and analyzes assigned balance sheet accounts monthly. Assists the manager in the preparation of the Agencys financial statements by preparing footnotes and schedules. Responds to audit requests for information. Performs month-end and year-end accounting close by reviewing and verifying that appropriate data has been captured; prepares accrual journal entries for unpaid invoices; monitors, reviews and analyzes revenue and expense trends, and investigates significant variances; prepares correcting or adjusting entries as required. Ensures timeliness and accuracy of departmental cost information for inclusion in accounting close. Reviews balance sheet and income statements reports, performs analysis and investigates fluctuations before close. Reviews, reconciles, compiles, and evaluates accounting records and prepares year-end audit work papers and supporting schedules to facilitate the preparation of year-end financial statements. Prepares, monitors, and verifies reports of departmental transactions in compliance with accounting policies, generally accepted accounting principles (GAAP), and other regulatory requirements to ensure that the accounting functions achieve anticipated results. Provides functional support with Lawsons accounting system: Researches and becomes knowledgeable of the functionalities of the Lawson asset management (AM), activity (AC) and general ledger (GL) modules and uses them to perform daily tasks. Oversees interface of fixed asset key accounting subsystems and acts as key contact with IT on related subsystem problems. Performs testing and documents test results during system upgrades, setups, and conversions by working with the General Accounting staff and Information Technology Department staff. Creates ad hoc reports related to areas of responsibility for management and assists with internal and external audit processes....(2) MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED: Bachelors Degree from an accredited college or university in Accounting. Five (5) years of progressively responsible experience in fixed asset accounting, financial statement preparation, month-end and year-end closing, general accounting or related. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles. Knowledge of general accounting theory, principles, and practices including, Generally Accepted Accounting Principles (GAAP), and standards issued by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standard Board (FASB). Advanced level of computer skills to manage databases, spreadsheets, etc. Proficient in customizing forms and reports, and using advanced reporting techniques. Able to use various computer applications and software. Can audit and import external data to create ad hoc reports. Strong written and verbal communication skills to effectively convey complex information and ideas and communicate with all levels, both inside and outside of DART. Analytical and creative skills to find solutions to complex technical, financial and/or administrative problems. Knowledge of internal control procedures and ability to improve business processes. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect. WORKING CONDITIONS: Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
