TITLE: MAINTENANCE WORKER - STREETS STATUS: FULL TIME, NON-EXEMPT AFFILIATION AFSCME LOCAL 846 POSITION SUMMARY: This individual will work in a team environment and be responsible for the maintenance of City-owned facilities and public right-of-way, including streets, roadside landscapes, parking facilities, drainage facilities, bridges, and associated roadway structures. ESSENTIAL DUTIES: Maintenance Worker – Streets: Responsible for maintenance of City streets and right-of-ways in a safe and efficient manner while performing duties ranging from labor activities requiring extended physical exertion to semi-skilled tasks requiring manipulative skills. Operates and maintains a variety of heavy equipment, hand tools, and power tools including but not limited to dump trucks, sweepers, paint stripers, snow plows, water trucks, aerial bucket trucks, rollers, pick-up trucks, backhoes, loaders, excavators, crack sealers, concrete saws, power cutoff saws, jackhammers, torque wrenches, compactors, air compressors, flushers, welders, cutting torches, hand torches, and field instruments such as transit and laser levels. Duties vary in frequency depending on the season, maintenance program, climatic conditions, and City or customer needs. Performs street and parking lot repairs including shoveling, raking, and compacting an asphalt concrete pavement mix; preparation of utility cuts and potholes for placement of asphalt; and application of temporary cold mix patches, skin patches, and other surface repairs. Performs curb, gutter, and sidewalk repairs including concrete demolition, restoration, and reconstruction. Controls snow and ice by plowing, sanding, and applying liquid or solid deicer materials. Installs and replaces street signs. Paints crosswalks, curbs, and traffic flow indicators. Performs regularly scheduled maintenance tasks as assigned, including vegetation control. Controls traffic around work sites including flagging and assembly and set up of traffic control devices such as barricades, cones, and flag stands. Repairs stormwater catch basin including removal and replacement of lids and rings. Installs catch basins and associated piping. Documents and maintains complete records of maintenance and repairs. Adheres to established safety procedures and utilizes safety equipment as required. Monitors and maintains an organized, clean, and safe work area. Performs general cleanup tasks throughout shift. Serves on occasional 24-hour on-call rotation, as well as weekend and evening shifts for City-related special events and festivals. Performs required 24-hour on-call work schedule during winter months for emergency management of City streets as requested by Public Work Superintendent. Performs other related duties as assigned. MINIMUM QUALIFICATIONS: Required Knowledge, Skills, and Abilities: Knowledge to perform thoroughly and accurately the full scope of responsibilities illustrated by example in this job description. Knowledge of asphalt concrete pavement placement and repair; placing and finishing concrete. Safe and efficient operation of heavy equipment and tools. Skillfully operate a variety of tools and heavy equipment. Safety and security hazards, precautions, standards, policies, and procedures. Performs excellent internal and external customer service. Ability to work independently and follow verbal and written instructions; ability to problem-solve and use independent judgment. Computer and software operation including Microsoft Office products. Understand and appropriately apply street maintenance terminology, policies, procedures, and legal requirements. Support a strong culture of safety; actively participate in safety training; comply with regulations; adhere to City policies and procedures; use Personal Protective Equipment (PPE); report safety issues or concerns to leadership in a timely manner; encourage others to behave in a safe manner. Consistently represent the City by maintaining a professional demeanor in all activities. Foster a positive and productive work environment. Establish and maintain an effective team-oriented working relationship with other employees. Be attentive to detail and maintain a high degree of accuracy. Plan, organize, prioritize, and coordinate work assignments. Take appropriate initiative. Identify, improve, and promote efficient systems and processes. Ensure confidentiality is maintained as required and sensitive information is handled appropriately. Education and Experience: US. Citizen or legally eligible to work in the United States. High school diploma or GED. One year of full-time equivalent experience performing street maintenance techniques including operating and using related equipment and materials. Valid WA CDL Class B Driver License (tanker endorsement/air brake restriction removed). Class A Driver License preferred Must obtain a Washington State Flagging Card and First Aid/CPR Certification within six months of hire and maintain both credentials throughout employment. Successfully pass a pre-employment background check. WORKING CONDITIONS: Work is performed in outdoor settings for extended periods, in very dirty environments, all weather conditions, and seasonal temperature ranges. Frequent exposure to wet and/or humid conditions. Flexible working hours including working night shifts as needed. Noise levels range from quiet to very loud, requiring ear protection. Reach with hands and arms. Sit, stand, walk, bend over, twist at waist, kneel, crouch or crawl, ambulate up and down ladders and stairs. Good eyesight required for close and distant vision and adjusting focus. Have a good hand to eye coordination, and dexterity to handle, feel, and/or operate objects, tools, and equipment. Lift and/or move up to 50 pounds and occasionally up to 100 pounds.
