JOB SUMMARY

This position is responsible for performing a variety of generalized human resources management duties in support of city operations such as Payroll, Benefits, Recruitment, and Safety related programs.

MAJOR DUTIES
  • Oversees the employee selection process, including advertising, recruiting and interviewing for vacant positions; coordinates interviews; screens applications; prepares correspondence.
  • Provides assistance to city staff in the interpretation of personnel policies and procedures.
  • Develops and conducts new employee orientation.
  • Participates in the administration of the City's workforce safety and insurance program; monitors return to work status; communicates with injured employees, WSI representatives, nurses, and vocational rehabilitation representatives.
  • Serves on the Safety and Wellness Committee; participates in the administration of the City's safety and wellness programs; collaborates with city staff to reduce the cost, severity and frequency of accidents and illness; identifies and coordinates safety training and activities.
  • Analyzes, develops, and revises computer applications and department forms; updates the department website.
  • Serves as back-up for processing payroll; reviews payroll data for accuracy and completeness and makes changes as needed; processes and reviews deductions for accuracy; maintains employee leave balances.
  • Maintains the confidentiality of employee records.
  • Performs benefits administration duties; processes status changes; processes claims; communicates benefits information to employees.
  • Tracks leave of absences and maintains leave records.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of the principles and practices of human resources administration.
  • Knowledge of the policies, procedures, and ordinances governing city personnel activities, the conditions of employment, and employee benefits.
  • Knowledge of state and federal employment and labor statutes and legislative proposals.
  • Knowledge of city payroll processes.
  • Knowledge of employee benefits administration principles.
  • Knowledge of computers and job-related software programs.
  • Skill in prioritizing and organizing work.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
  • The work is typically performed in an office.
MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
