The Project Engineers primary duty is developing and leading a project from initial concept, through the design process to implementation, with specific emphasis on the engineering design, analysis and management of the Ports maintenance, capital improvement and public works projects. This includes preparing engineering documents such as design drawings, specifications, material takeoffs, estimates, permit applications and balancing multiple projects against resource availability. Responsibilities will include coordination and supervision of consultants, contractors and identified Port Labor working on various projects. This position also provides in-house engineering services to the Planning and Environmental, Business Development and Marine Terminals departmentsThis position generally requires a bachelors degree in engineering from an accredited college or university or a minimum of seven years of experience with a background in engineering, construction management, project management or other related fields. Previous construction experience is required; rail experience is preferred. This position requires a Professional Engineering license or the ability to acquire one within a year.

Beginning salary will be dependent upon qualifications and experience. New hires typically start at 85-90% of the range midpoint. The midpoint for this position is $127,868. Knowledge and Skills:
Technical Knowledge

Requires strong engineering and mathematical skills. Requires technical knowledge regarding the design, drafting, analysis, specification, construction, maintenance, and function of various facilities used at the Port, including but not limited to roads, rail, utilities, buildings, docks, conveyors, various equipment, etc. Requires the ability to develop engineers estimates and an understanding of project budgeting and basic accounting principles.

Supervisory Skills

Requires the ability to clearly assign responsibility for tasks and decisions; sets clear objectives and measures; monitor progress and results and provides feedback loops into work.

Schedules work in a well-planned and organized manner; maintains two-way dialog with direct reports on work and results; brings out the best in people; is a clear communicator; provides current, direct, complete, and actionable positive and corrective feedback when needed.

Regulatory Knowledge

Requires current knowledge regarding all local, state, and federal ordinances and regulations specific to acquiring permits for maintenance, capital improvement and public works projects.

Analytical Skills

Requires the ability to gather relevant data from appropriate sources; identify all relevant factors or restrictions; apply logical reasoning to determine relationship of variables; develop results-oriented conclusions; test assumptions, observe results, and incorporate revisions or corrections.

Communication Skills

Requires the ability to clearly express ideas and thoughts, both in the written form and verbal and the ability to fully understand what is being expressed by others. Must be able to communicate effectively up, down, and across the entire organization clearly and succinctly in a variety of styles to get messages across that have the desired effect. Can draw, read and understand construction drawings.

Organization Skills

Requires the ability to prioritize and organize numerous tasks and complete them within established time constraints. Must have the capacity to balance both short- and long-term goals effectively and handle many tasks simultaneously.

Problem Solving Skills -

Logically think through and solve problems involving several variables.

Remain objective in gathering information and investigating issues.

Computer/Drafting Skills

Requires an adequate level of skill using Windows based software, primarily Word, Excel, and PowerPoint. Requires the ability to draft/edit construction drawings using AutoCAD software. Requires a basic understanding of drafting standards (i.e., line weight, text size, etc.)
