Overview

The Vermont Stormwater Program is seeking candidates for a Municipal Roads General Permit Manager in the Municipal Permitting Section. The Municipal Section works with Vermont cities and towns to implement stormwater treatment from municipal roads and impervious surfaces. This position will be the primary lead on the Municipal Roads General Permit (MRGP) and is responsible for reviewing Road Erosion Inventories (REIs) completed by towns, inspection of installed road practices, as well as MRGP administrative and implementation compliance. This position will also engage in enforcement actions as necessary and respond to municipal road and water quality inquiries from the public.

The majority of the duties for this position may be performed from a home office, but this position includes extensive travel throughout the state to perform assigned field duties and requests for assistance.

Specific duties include:

  • Road Erosion Inventory (REI) review, training, and support
  • Education, outreach, and technical assistance targeted to municipal officials. This may include conducting workshops, on-line and in person trainings, and providing technical assistance in the field and town office settings.
  • Participation in enforcement actions as necessary
  • Coordination with partner organizations including VTrans Better Roads and Local Roads programs, VTrans District staff, regional planning commissions, natural resources conservation districts, and the Vermont League of Cities and Towns.
  • Assist Stormwater and Agency staff in reporting municipal road P-load reductions and costs to EPA.

Preferred experience:

  • Prior regulatory experience
  • Experience with the installation and maintenance of road best management practices, such as crowning, ditching, culvert installation and maintenance, infiltration practices, and erosion control measures.
  • Experience with site inspections and evaluations
  • Experience and understanding of non-point source pollution, sedimentation, and erosion principles as they relate to phosphorus loading to water resources from roads.
  • Ability to effectively use GIS, road inventory applications, map layers, database interpretation, and develop database queries
  • Experience developing and distributing educational materials
  • Strong public speaking and written communication skills. Ability to convey technical and regulatory language to non-regulatory audiences.
  • Ability to work effectively with challenging stakeholders and landowners.

As of July 14, 2024 the step 1 rate for pay grade 25 will be $29.87 per hour.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

OR

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field.

OR

Six (6) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
