The Deputy Auditor/Treasurer is responsible for carrying out the functions of the Auditor/Treasurers office. Primary responsibilities include: assisting the public, collecting and processing property tax payments, completing county wide payroll, performing accounts payable duties through application of general accounting principles, assisting in elections, maintaining vital statistic records and files and performing the full range of drivers licensing services. The Deputy Auditory/Treasurer must comply with relevant state and federal regulations and must be knowledgeable of statutes covering the operations of the Auditor/Treasurer office.The Deputy Auditor/Treasurer is responsible for the quality and timeliness of his or her own work. Work is performed independently under general supervision. Responsible for the efficient operations of the Auditor/Treasurers Office by providing administrative support to include processing mail, coding invoices, answering phone calls, and assisting the public. Acts as the main point of contact for tax payers and questions as it relates to their property taxes. Coordinates and completes taxation related administrative tasks and processes including required reporting, notices, assessments, collections, and escrow listings. Facilitates the delinquent tax procedures as required by the Minnesota Department of Revenue. Prepares and processes payroll for the organization within timelines and in adherence to local, state, and federal compensation rules and regulations. Identify errors and inaccuracies in submitted information. Reviews records for policy and rule compliance. Sets up and maintains all computerized payroll data and payroll deduction schedules. Works with supervisors to resolve and reconcile timesheets. Reviews employee expenses and reimbursements for completeness and accuracy. Calculates special payments and reimbursements. Responsible for accounts payable by processing and verifying accurate payment of all invoices on a timely basis within county and statutory requirements. Verifies completeness, accuracy, and appropriateness of data; and uses critical thinking to independently resolve issues. Reconciles vendor statements and works with vendors if discrepancies exist. Obtains W-9 and prepares 1099 filings as required. Reconciles daily, monthly, quarterly and annual bank account activity with integrated financial software. Assists in financial audit and implements internal controls to maintain checks/balances and department compliance and efficiency. Acts as the election clerk for special, primary and general elections by maintaining training certification, completing data entry into the statewide voter registration system, assisting in testing of software and equipment, reconciling test ballots, providing election training to others, participating in the canvassing board and other election responsibilities as required. Performs maintenance, review, filing and issuing of official copies of all vital statistics, including and not limited to records related to birth, death, and marriage in accordance with statutes and requirements. Provides all work activities related to drivers licensing services. Processes complete, accurate and compliant applications for drivers license and photo identification cards. Receives license payments and makes appropriate deposits in the amounts belonging to the County and the State of Minnesota. Performs Other Related Functions as Apparent or Assigned. A combination of education and related experience beyond high school in accounting, finance, or business administration totaling four years. Incumbent must be able to be appointed as a Drivers License Agent per Minnesota statutory requirements. A valid drivers license is required. An associate degree in accounting, finance, or business administration is preferred.
