Airport Comptroller

"Under general direction, plans, organizes, directs, monitors, and evaluates the financial accounting work of professional accountants, paraprofessional technicians, and clerical staff performing tasks in accounts payable, voucher issuance, accounts receivable, revenue accounting, general ledger maintenance, grant administration, capital asset tracking, auditing, procurement, and daily cash management. Oversees and supervises the production of management reports, financial statements, and other statistical reports. Develops and implements policies, procedures, standards, and systems for the airport's operational areas and monitors performance to ensure effectiveness and efficiency of programs. Initiates and participates in special studies of accounting systems, practices, and procedures. Performs professional accounting work of unusual difficulty. Monitors revenue estimates against collections as well as expenditures against appropriations to identify the need for more in-depth analyses. Establishes internal controls to ensure fiscal accuracy. Reviews and approves draft revenue and expenditure reports. Takes an active role in the Department's annual budget preparation. Manages special projects. Oversees the preparation of the annual internal audit plan and monitors staff performance with that plan. Develops financial indicators for the department and tracks progress against those indices. Monitors cash flow of funds and provides recommendations of funding sources for new and existing capital projects. Performs other job-relate duties as required. Manages all COC DPC insurance related activities for general liability, property, and automobile insurance. Works autonomously to investigate, review, and evaluate claims brought against the COC DPC for property damage, personal injury, or other loss. Determines the extent of the City's liability, if any, the injury or damage incurred by the claimant and manages settlement negotiations with claimants/counsel. Is responsible for hiring, development and performance of the assigned staff. Performs other related duties as required."A High School Diploma or GED is required. A Bachelor's Degree in Accounting or related field from a four year accredited college or university. Six years of full-time paid progressively responsible administrative, supervisory and management experience in a governmental accounting, budget, or management related field. Five years of experience developing and cultivating effective business partnerships to gain insight into business trends and strategic initiatives that impact financial forecasts. NIMS and ICS certifications for Management tier and any assigned working groups must be completed within six months of employment and complete additional or refresher trainings as required. Ability to work independently to analyze and resolve issues. Must possess strong project management, analytical and organizational skills.

Must be able to work on multiple projects with minimal supervision and have strong decision making capabilities under pressure.

Must have strong analytical skills, a high level of accuracy, and be data driven. Must have strong leadership, verbal and written communication skills.

Must demonstrate analytical prowess, strategic thinking and command of details. Experience identifying, developing and implementing process improvements.

Must be computer proficient in the Microsoft Office Suite, with advanced skills in MS Excel, Access and PowerPoint. A valid State of Ohio Driver's License is required. Prepares accident and injury reports as necessary. Performs other related duties as required. Qualifications: A High School Diploma or GED is required. A Bachelor’s Degree in Accounting or related field from a four year accredited college or university. Must successfully complete a Transportation Security Administration (TSA) 10 year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment. Must be able to pass a pre-employment physical and drug test. Must be able to lift and carry thirty-five (35) pounds.

Preferred Qualifications: Master’s Degree in Finance or Business Administration from an accredited college or university. Two year of full-time, paid accounting experience working in an Airport environment. Certified Public Accountant or Certified Government Financial Manager Credentials. Proficient project-management skills preferred.
