We are looking for driven individuals to join our dynamic team as a Tax Analyst in the Collections Division. The Collections Division is responsible for working hand in hand with our citizens and guiding them through their property tax experience to ensure property tax compliance. You will be joining a growing collections team that has consistently been in the top 10 for property tax collection in the state. You'll use your skills to perform administrative work collecting property taxes for municipalities, special districts, and the county. This position is responsible for effectively communicating with a diverse range of individuals, including the general public, lawyers, banks, mortgage companies, and social services agencies to resolve delinquent accounts. Tax Administration strives to maintain the highest level of customer service and work as efficiently as possible to increase productivity and control costs.

* Responsible for pursuing collection of delinquent property tax accounts; collects and posts tax payments to account; prepare receipts for payment.

* Communicates with taxpayers concerning delinquent accounts, payment plans, and collection procedures; follows up with delinquent taxpayers who have defaulted on payment plans.

* Conducts research to identify employers, bank accounts, etc. for garnishments and attachments; mails letters to employers to obtain lists of employees; prepares garnishment notifications and mails to employers and taxpayers; coordinates foreclosures with foreclosure attorney; utilizes the debt set-off program; researches deeds, mortgages, corporations, assumed names, etc, through Register of Deeds and NC Secretary of State offices; files proof of claim in bankruptcies.

* Interprets State tax collection laws and County policies and procedures to taxpayers; answers inquiries in person or by telephone about due dates, accounts, bills, payments, etc.

* Prepares real estate tax certification for attorneys; real estate agents; mortgage companies and the general public.

Graduation from an accredited two-year community college with a degree in business, finance, accounting, or related field; or an equivalent combination of education and experience.

Management Preference: course work in tax listing, assessment, and/or collections is preferred

Depending upon the area of assignment, employees are required to complete the North Carolina Fundamentals of Property Tax Listing and Assessing Course or the North Carolina Fundamentals or Property Tax Collection Course within 24 months of hiring date.

* Knowledge of the North Carolina Machinery Act and County tax policies concerning the area to which assigned * Knowledge of the procedures, laws, forms and records used in the listing, assessment, billing or collections functions * Knowledge of modern office practices and procedures and of forms and computers used in the preparation of records and conducting research * Knowledge of the full tax process affecting the public * Knowledge in automated systems and their applications in the tax office, and accuracy in preparation of reports andlegal instruments * Skilled in data entry and retrieval * Ability to communicate effectively in oral and written form * Ability to make arithmetical calculations; ability to deal courteously and tactfully with the co-workers and the generalpublic in explaining tax laws and policies * Ability to establish and maintain effective working relationships as necessitated by work assignments * Ability to maintain accurately records and reports and compute figures rapidly and accurate
