POSITION OVERVIEW
Cheniere is seeking an experienced regulatory project professional with knowledge of the FERC Sections 3 and 7 permitting process and related permitting programs. This position would allow you to join our Regulatory Projects group and provide regulatory permitting expertise and project management for a wide range of projects under development and for our existing operations. This position would report directly to the Director, Environmental and Regulatory Projects. Under general supervision, serves in a lead role implementing programs, policies, procedures and processes in support of Cheniere's regulatory initiatives, including but not limited to: project planning and permitting, coordination across various business units within the Company to support projects, environmental compliance, and other regulatory tasks. This position would be responsible for development of permit applications and management of the process for obtaining such authorizations before key Federal and State regulators, including but not limited to the FERC, U.S. EPA, PHMSA, TCEQ, LDEQ and LDNR in support of new and expansions of existing LNG and pipeline construction projects. Other duties may include conducting training, providing technical advice to various internal stakeholder groups, assisting in the preparation of presentations and technical reports, as well as review, validation, and interpretation of data.
KNOWLEDGE
Knowledge of governmental regulations and associated codes and standards inclusive of OSHA, FERC, USCG, DOT, NFPA, and PHSMA regulations, chemical and hazardous material management, and comprehensive health and safety programs. General understanding of all facets of LNG (or other cryogenic hydrocarbon liquids) transportation, storage and processing with respect to application of health and safety requirements, inclusive of office safety, from project development through operations (terminal and pipelines). Knowledge of Operational H&S Best Practices; Hazard recognition, exposure and required controls; Safe Work Processes in personal and process safety, occupational health and industrial hygiene; and Behavioral Based Safety Programs.
RESPONSIBILITIES AND ESSENTIAL DUTIES
With limited guidance, lead various tasks related to environmental permitting. Permitting assignments are likely to involve highly complex regulatory matters that necessitate utilization of exceptional problem-solving skills, curiosity, creativity, teamwork, and judgement.
Lead in the development of permit applications and execution of permitting processes for LNG, pipeline, and other projects in various stages of development and operations. Strong familiarity with permitting of Natural Gas Act, Section 3, and Section 7 projects before FERC.
Evaluate and identify federal, state, and local permit requirements for LNG, pipeline, and other projects in various stages of development and operations and provide strategic input regarding permitting paths forward.
Interface with federal, state, and local agencies, and assist with the communication and coordination of company activities including field visits, and environmental inspections with federal, state, and local agencies and outside organizations.
Provide exceptional project management for a wide range of permitting tasks. Project management duties will include but not necessarily be limited to scheduling, budgeting, procurement of professional services, reporting, quality control, and accountability for regulatory permitting outcomes.
An important aspect of the role is leadership of meetings, working groups, and individual engagements with a wide range of professionals across the Company toward the achievement of targeted regulatory outcomes. Leadership and effective communication across various Company business units such as engineering/construction, operations, policy/government, business development and others are important aspects of the role.
Collaborate with management and lead teams to solve significant project challenges and identify and pursue opportunities for innovation/process improvement.
Maintains excellent working knowledge of a wide variety of environmental regulations and issues, including a passion to follow the potential implications of regulatory and policy changes.
Manage environmental inspection program during project construction to ensure compliance with project permits and applicable regulations.
Exercise independent judgement and advanced technical knowledge on challenging permitting matters, provide leadership/guidance to other team members, and advise management.
The Manager/Lead Coordinator will supervise third-party environmental inspectors during construction of FERC regulated projects.

QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)
Education and Certifications : bachelor's degree preferred in environmental science, engineering, or other equivalent education. Relevant certification(s) in Health and Safety discipline, for example, CSP, CIH, preferred.
Experience
:
Minimum of ten years of environmental permitting and compliance experience on industrial development and/or construction projects.
Skills :
Strong leadership and administrative abilities are required.
Organized and tenacious approach to project management.
In-depth current knowledge of federal, state, and local regulatory programs with jurisdiction over LNG terminal, pipeline, and other project types.
Exceptional written, verbal, and interpersonal communication skills.
Organized and able to manage multiple activities and programs timely and with a high degree of accuracy.
Exceptional problem solving and analytical skills.
Computer savvy, including ESS, Microsoft Office Suite consisting of Word, Excel, and PowerPoint.
Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
DIRECT REPORTS
No employees but may include supervision of contracted personnel for project-based work.
FREEDOM TO ACT
The Manager/Lead Coordinator, Environmental and Regulatory Projects has a high degree of aptitude in their field and requires minimal supervision and is empowered to recommend corrective actions as needed and will document the corrective actions that may have violated company policy or laws and regulations pursuant to facility regulatory requirements, permits or authorizations.
