The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario's capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Enforcement Division supports the OSC in delivering fair, vigorous, visible, and timely enforcement. The Enforcement Division investigates and litigates breaches of securities laws in Ontario. Enforcement team members work closely with other securities regulators, self-regulatory organizations, and law-enforcement agencies to enhance initiatives to deter and disrupt misconduct. A strong enforcement presence assists in protecting investors from unfair, improper, or fraudulent practices and fostering fair and efficient markets.

The Sr. Report Developer plays a key leadership role in profiling the activities of Enforcement by reporting on the success and impact of Enforcement's core activities of detecting, investigating and prosecuting misconduct in the marketplace. In addition to measuring progress on existing goals, the compiled and analyzed data will assist management in developing future strategy and goals for Enforcement.

This role will be the primary architect of new reporting and data practices, development, and implementation. The Sr. Report Developer will be looked to for innovation and implementation of modernized technological solutions to replace dated reporting practices, accessing large data sets, and development of new reports and setting up the business intelligence (BI), visualization, and reporting standards for the branch. As a senior member of the team that provides regular guidance and mentors other team members, this role will lead the team to develop, maintain and analyze key performance indicators to measure and report on branch activities internally and for publication. As well, the role will provide guidance and supervision to staff engaged in updating and maintaining various provincial and national enforcement databases on a number of platforms, and in interpreting, preparing and analyzing data for specific projects.

What will you do?

Operational Reporting

  • Act as the point of contact or lead resource for information related to report development, data management, and data analytics including the research and resolution of any issues, determining solutions, developing and preparing reports as well as presenting results.
  • Work with a variety of stakeholders to define business requirements, identify available data assets, and build dashboards and reports for business stakeholders.
  • Build and leverage reporting that utilizes data pipelines to provide actionable insights into regulatory activities, operational efficiency, and other key business performance metrics.
  • Interpret information related to Enforcement operations, analyze data, present and report issues, findings and trends that impact on the work of Enforcement.
  • Develop, maintain, analyze and report on key Enforcement operational performance indicators to reflect how Enforcement is meeting its mandate.
  • Proactively identify and consolidate data to support Enforcement's initiatives and goals to help management make evidence-based decisions.
  • Design new reporting to promote cohesion between Enforcement and other divisions.
  • Lead and direct data projects; proactively communicate with Senior Leadership of both the Enforcement and the OSC to understand, interpret and deliver on unique and complex projects.
  • Participate in data governance and management meetings to highlight Enforcement's needs and ensure proper data management and controlled exposure of data assets.
Systems, Database and Tools
  • Develop and maintain Enforcement-wide management information systems, databases, business intelligence tools while identifying opportunities to increase efficiencies while strengthening data integrity.
  • Identify system updates, upgrades; responsible for implementation plan including conducting performance testing of systems, rolling out with pilot group prior to broader user community, training, and communicating changes to users.


Enforcement Reporting Improvement & Maintenance
  • Liaise with team members and Senior Leadership to improve reporting standards, develop best practices, data governance, develop best practices and recommend credible and methods for improvement.
  • Research and recommend metrics and processes to Lead/wider team to ensure consistency with industry best practices, and implementation of a perpetual improvement model.


What do you need to be successful in this role?
  • Undergraduate degree in programs, including Mathematics, Computer Science, Computer Engineering, Business or other related discipline.
  • 5 years+ of relevant experience in business intelligence and reporting and working/consulting with business stakeholders to understand business and with reporting needs
  • Operational experience in working with a variety of business data sets, and deriving valuable key performance indicators (KPIs)/Metrics
  • Strong analytical skills and experience with analyzing large volumes of data from a variety of sources and formulate data into simple, complete and concise qualitative and quantitative formats.
  • Advanced proficiency and experience working with data (structured and unstructured) business intelligence, analytics and reporting tools, such as: Crystal reports, Cognos, Tableau, PowerBI, Python, R, Microsoft Azure or other SQL platforms.
  • Experience in Data Warehousing, ETL, Data Management, Cloud Environments, successful completion of Python, R, Tableau and/or Cognos courses and certification and familiarity with Microsoft Azure Synapse analytics would be an asset.
  • Excellent presentation skills, problem solving and strategic thinking skills
  • Clear and concise verbal and written communication skills and demonstrated tact and negotiating skills when dealing with diverse parties
  • Ability to diagnose areas of need for process improvement, and utilize technical skillset to produce results on short turnarounds
  • Knowledge or experience in the securities industry and understanding of Enforcement regulation and operations is preferred
