As the key GIS application analyst this position will provide high level technical services and lead the GIS team of technicians, specialists, and analysts working on application challenges and opportunities, and delivering GIS infrastructure services.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities
  • Responsibility for senior level design and oversight of the GIS technical infrastructure environments including multiple application tiers (transactional, publication, production), software and hardware, systems products, and for establishing priorities for the GIS enterprise network (ESRI GIS Software) suite of enterprise applications.
  • Responsible as senior administrator for enterprise geodatabases and spatial SQL.
  • Lead in deployment of spatial solutions for desktop and web applications.
  • Act as lead to enterprise GIS staff, providing technical solutions with GIS applications.
  • Evaluate, make recommendations, and support implementation of spatial components for existing and proposed enterprise business systems, including vendor products and developed solutions.
  • Plan research and implement new GIS technology releases including system analysis, creation of detailed project plans, migration planning, and creation of training and support plans.
  • Act as lead in research efforts on applying GIS in municipal government. .
  • Assist City Departments in documenting their business processes and provide technology assessment and the cost impact of migrating business processes to supported business tools.
  • Manage consultants hired for projects, ensuring the contract scope, and deliverables are on time, within budget, and of the quality defined.

WORKING CONDITIONS: Office setting with daily exposure to computers
Required Qualifications

Minimum Qualifications
Bachelor's Degree in Landscape Architecture, Computer Science, Cartography, Geography, a closely related field or equivalent.

Minimum Experience
Five years of progressively responsible experience in applying GIS technology to support the decision making process and in formulating public policy that has included applying GIS to business solutions

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Union Representation
This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA).

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

* A Master's Degree in Landscape Architecture, Computer Science, Cartography or Geography preferred
* Thorough knowledge of GIS technology (ESRI) and its application in municipal government, including, including ArcGIS Server, ArcGIS Online and associated applications, ArcGIS Desktop, ArcGIS Pro, ArcSDE, ArcGIS Enterprise applications both current and upcoming.
* Thorough knowledge of municipal government, data, the activities and process involved in the delivery of City services, the interaction of departments and workflow to provide those services.
* Knowledge of programming particularly Python and SQL particularly for geospatial data analysis and automation.
* Analytical skills sufficient to perform complex business process analysis to improve efficiency and service delivery.
* Excellent oral and written communication skills.
* Good marketing skills, management skills, leadership skills, decision making skills and problem resolution skills.
* Ability to work under pressure and meet deadlines.
* Ability to train and mentor others in the GIS application area.
* Ability to explain technical information to non-technical terms.
* Ability to back up other team members in GIS roles.
