Under direction of the SCADA/IS Manager for the area of assignment, employees of this class are expected to perform program duties associated with an assigned area of the SCADA/IS Section. A SCADA/IS Analyst requires a greater level of experience, will be working on tasks of greater complexity and are expected to work independently with medium supervision. ADMINISTRATIVE DUTIES Supervisory: This job does not have formal supervisory responsibilities. Budgetary: This job has partial responsibility for budgeting at the program level (forecasting, preparing, entering & implementing budget). Strategic Planning: This job has partial responsibility for strategic planning at the program level (assists with developing, implementing, and managing long and short-term goals). Policies/Procedures: This job has partial responsibility for policies and procedures at the program level (assists with developing, implementing, and interpreting). Compliance: This job has partial responsibility at the program level (follows, assists in ensuring compliance with, and may enforce Federal, State, and Local laws, rules, and regulations as well as City policies and procedures). Council Communications: This job carries out day-to-day activities in accordance with Councils adopted priorities and direction. Reporting: This job has full responsibility for reporting to Federal/State/Local agencies at the section level (ensures reporting requirements are met, trains others on reporting requirements and methods, and addresses discrepancies in reporting). EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY) Provides excellent customer service to both internal and external customers. Provides knowledge and assistance to engineers and contractors. Provides input on equipment needs to repair or upgrade plant and wells to improve efficiency. Provides assistance in verifying equipment that works with the SCADA system and adds efficiencies and participates in developing standards. Provides assistance for replacement to more efficient electrical equipment. Provides direction to Water Production and Wastewater Staff on day-to-day projects relating to the upgrade, operation and maintenance of the SCADA system. Responsible for purchases, procurement and inventory of essential replacement and upgrade parts to reduce downtime and increase efficacy of SCADA equipment, instrumentation and system hardware. Completes SCADA network upgrades. Maintains licensing and installs current operating software for Lake Mary Sixnet controller programs. Restores and modifies programming of electrical components of the SCADA network. Performs grounding maintenance. Performs equipment operation as necessary. Generates the necessary documents, SOPs, and reports to properly record the service activities for all electrical and electronic equipment. Works with low, medium and high voltage AC/DC electricity. Specifies and selects proper electrical gear for the application to meet the needs of the City. Installs and maintains hardened alarms for the safety of all city personnel. Performs general instrumentation and electrical contract inspections. Services and maintains motor contacts, soft starts, and variable frequency drives. Services and maintains motor control centers and associated breakers using proper safety procedures. Performs corrective maintenance to restore proper operation of all electrical motors. Installs electrical monitoring equipment using professional methods as required. Performs corrective maintenance to restore proper operation of all monitoring equipment. Installs electrical motors using professional methods as required. Installs un-interruptible power supplies using professional methods as required. Reviews schedules to ensure all operational needs are properly prioritized, scheduled and met. Plans and schedules work for large projects in their area of specialty. Schedules training, monitors training for quality, and coordinates other ongoing training, including safety training and safety enforcement. Completes daily logs, service complaint forms, cost accounting forms, and other forms and reports (both manual and computer data entry) as directed to include planning and scheduling in CMMS. Assists with interviews and makes recommendations during the hiring process. Researches, estimates, and purchases/requisitions equipment and materials. Other duties as assigned. MINIMUM REQUIREMENTS Associates Degree or two years of college coursework. Four years of progressively responsible employment in the SCADA field. ADEQ Certification in Water, Collection, Distribution or Wastewater Treatment within 12 months of appointment. Or any combination of education, experience, and training equivalent to the above Minimum Requirements. DESIRED EXPERIENCE AND TRAINING BA, BS or equivalent education or experience in Computer sciences, Water Wastewater Engineering, Electrical engineering. 7 years of experience in electrical, instrumentation, and SCADA programming in the Water / Wastewater field including budgeting, safety, policies and procedures. Grade 3 Treatment Operator Certification or other higher-level professional certifications (Master Electrician, etc.). ISA Certifications CAP, CCST. NTT Certifications, Electrical Safety, Electrical Code and Standards, Electrical Maintenance. CompTIA Network Certification (or current equivalent). CCENT (Cisco Certified Entry Network Technician) Certification (or current equivalent). MCP (Microsoft Certified Professional) Certification (or current equivalent). OTHER REQUIREMENTS Must possess, or obtain upon employment, a valid Arizona drivers license. Regular attendance is an essential function of this job to ensure continuity. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY) Ability to install, update and maintain Citect version 7.50 and higher along with managing Citect project backup and restores. Working knowledge of Citect Project Editor, including configuring variable, local and trend tags. Working knowledge of Process Analyst Views including adding, configuring, and analyzing trends. Working knowledge of Citect Graphic Builder, including building, modifying and upgrading Citect pages, and the ability to build configure and use: Citect genies, equipment, devices. Working knowledge of Citect Cicode structured language on Citect project pages or building large reports. Working knowledge of Schneider Electric Ecostruxure Control Expert including configuring and programming the m340 and m580 family of PLCs and other hardware such as VFDs. Working knowledge programming with Schneider Electric Ecostruxure Control Expert including function block programming, scaling blocks, and PID loops. Working knowledge of Red Lion Crimson programming software version 3.x and higher. Working knowledge of Win911 version 7.14 and newer. Knowledge of Modbus TCP/IP and using Modbus gateways. Knowledge of configuring and wiring equipment for use with analog and digital signals to the PLC. Familiar with Cisco networking and configuration of Cisco switches. Familiarity with network protocol analyzers. Working knowledge of layer 2 and 3 networking and routing. Knowledge of Windows Server 2012 or later. Knowledge of radio configuring examples being GE MDS Sd400, SD900. PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT While performing the duties of this job, the employee is frequently required to use hands to feel, reach with hands and arms, talk or hear; is regularly required to sit; and is occasionally required to stand, walk, climb or balance, stoop, kneel, crouch, crawl, or smell. The employee must frequently lift and/or move up to 10 pounds, regularly lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. There are no special vision requirements for this position. Working conditions include occasionally working near moving mechanical parts and risk of electrical shock.
