OPEN EXAMINATION – ONE YEAR PROBATIONARY PERIOD

In addition to the responsibilities of the Traffic Engineer I, this mid-management position is responsible for oversight and supervision of significant engineering projects.

Positions at this level supervise the work of an engineering design group and perform difficult engineering design work.

Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

Manages major projects involving the preparation and supervision of designs, specifications, plans, estimates, and reports involved in the analysis, construction and operation of a wide variety of traffic engineering work such as new traffic signals, traffic signal modifications, traffic signal timing, traffic management system, intelligent transportation system (ITS) infrastructure and traffic signs and pavement markings.

Supervises and assists in the checking of analyses, computations and recommendations submitted in connection with applications for private developments.

Maintains current knowledge of traffic engineering, traffic operations and transportation planning principles, and current knowledge of applicable laws, codes, standards, statues, and legislative updates.

Supervises and assists in the checking of plans, specifications and computations submitted in connection with traffic and transportation facilities, maintenance of traffic plans, operational modifications for compliance with State and local standards and other matters governed by municipal ordinances.

May have the opportunity to participate in related divisional cross-training efforts.

Experience and qualifications gained in this cross training may apply towards promotional opportunities and transfers.

Supervises employees in assigned engineering tasks.

Reviews and evaluates employee's job performance and recommends appropriate action.

Ensures Department services are provided with exceptional customer service and the highest ethical standards.

Drives on City business as necessary.

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Experience Four years professional engineering experience in traffic engineering work.

Education/Training Bachelor's Degree in Civil Engineering or a related field.

License(s)/Certification(s) Valid Class C California driver's license. Registration as a Civil Engineer or Traffic Engineer with the California State Board for Professional Engineers, Land Surveyors and Geologists.

Knowledge, Skills & Abilities Knowledge of: Traffic Engineering issues and practices.

Skill in: Effective oral and written communications. Making independent judgements and decisions based on standard policy and/or procedure. Verbal and written communication, both one-on-one and in group situations.

Ability to: Provide exceptional customer service to those using the Public Works Department. Analyze information. Communicate effectively in English, both orally and in writing. Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period. Effectively supervise and train subordinates. Establish and maintain smooth and effective working relationships. Foster a teamwork environment. Lead, coach, instruct and motivate employees. Model and practice the highest standards of ethical conduct. Organize, assign and schedule workload among employees. Provide clear work instruction. Read and comprehend directions in English. Review and evaluate employees' job performance and recommend appropriate personnel action.

Other Characteristics Willingness to: Assume responsibility for maintaining a safe working environment. Initiate, recommend and carry out personnel actions. Work the necessary hours and times to accomplish goals, objectives and required tasks.

Note An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.

There is no equivalent for registration as a Civil Engineer or Traffic Engineer with the California State Board.

EVALUATION OF APPLICATION:

ORAL INTERVIEW: (Weight of 100%)

Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED.

Any evaluation will be based on the candidate's education and experience as related to the position.

Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting.
