Job Description Summary The primary responsibility of the Government Subcontract Administrator will be to ensure subcontracts are placed in accordance with the GE Procurement Policies and US Government regulations, serving as the main focal point for subcontract negotiations and main focal point for staff on sub-contract related questions, including driving oversight of GE's compliance controls and government Business Systems. Additional responsibilities include drafting and updating policies and procedures through interpretation of government regulations and assisting the team with various audits, filings, registrations, and certifications. This position will also be responsible for performing a variety of other administrative duties as needed. The individual will be part of a dynamic team that will partner with the Technical Community, Contracts, Operations, Legal and control owners to operationalize controls and processes to meet enterprise, regulatory, and contractual requirements.
Job Description
Roles and Responsibilities
- Develop and lead negotiations for compliant subcontract agreement templates based on the customers' terms and conditions.
- Receive subcontractors' responses to RFQ/RFP and determine each subcontractors' ability to meet GE and USG requirements, including preparation of justifications, price/cost analysis, and negotiation memorandums.
- Serve as liaison between the technical and government ops teams regarding subcontracting issues and escalating potential issues to management.
- Document subcontract files in compliance with FAR/DFAR Regulations and company policies and procedures.
- Source and procure specialized goods and services.
- Own contractual management for the supplier. Manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
- Initiate and complete subcontractor closeout procedures.
- Responsible for ensuring compliance with government laws and internal operational policies, procedures, and systems.
- Support the maintenance of GEPC's Government Business Systems, including Property, Counterfeit Parts, and Purchasing Systems.
- Draft, update, and maintain GE policies and procedures.
- Bachelor's degree
- Minimum 5 years business experience in Subcontracts, Procurement and/or Supplier Management
- Must be a US Citizen
- Familiarity with U.S. Government contracts.
- Experience in developing, negotiating and managing engineering and construction subcontracts
- Comprehensive understanding of subcontractor bid analysis/process.
- Ability to review contractual documents for sufficiency and risk.
- Extensive organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast paced, deadline-driven environment.
- Strength in analytical skills; comfortable reviewing and analyzing cost and pricing details.
- Experience issuing and managing purchase orders/subcontracts from beginning to end of life cycle.
- Experience interacting with DCMA/DCAA and/or Government Contracting Officers.
- Knowledge of FAR/DFAR/DEAR/Uniform Guidance.
- Practical experience managing compliant Government Business Systems; Property, Purchasing, Accounting, Estimating.
- Experience in preparing and executing teaming agreements and NDAs.
- Experience with the application of risk identification techniques.
- Hands-on experience building and leading compliance processes.
