Job Description Summary:

Under general supervision, administers Food Tax Rebate Program; support other programs under Community Mediation and Resolution Center including the Eviction Prevention and Rental Assistance Services Program, mediation and restorative justice along with other related duties as needed. Work in partnership with other employees, departments, external entities, and the public to plan and deliver effective programs with the Human Services Strategic Plan goals and annual work group, department and city work plan priorities.

Job Description:

DUTIES AND RESPONSIBILITIES

Administers Food Tax Rebate Program to include:

* Updates eligibility requirements, application forms and database as needed.

* Plans and performs outreach efforts to appropriate community agencies.

* Educates agency staff regarding the program's existence, eligibility requirements and how to publicize to clients.

* Responsible for preparation and distribution, including mailing, of informational materials and application packets.

* Publicizes program through the development of a press release, website, informational materials, Channel 8 announcements and other media as appropriate.

* Through application period (March 1 through June 30), assists applicants with completing forms. Processes applications and screens applicants for eligibility. Communicates with applicants to update and complete applications.

* Maintains confidential applicant information database and paper files. Ensures document retention is in keeping with city retention policy.

* Works with the HS Finance Team and the City Finance Department to ensure that rebate checks are provided to qualified applicants. Works with the Finance Team to audit the program and verify information.

* Performs data analysis and provides reports as needed.

* Produces an annual report to City Council on the results of the program including the total cost of the program and its beneficiaries.

* Explores options and analysis for program expansion.

Support Eviction Prevention and Rental Assistance Services Program

* Attends eviction court in person each Friday morning with the EPRAS Coordinator to observe court proceedings, collect data and assist tenants in accessing EPRAS services.

* Administers rental assistance funds in coordination with EPRAS staff, finance team and community partner agencies (e.g., family resource centers).

* Performs data analysis and provides reports as needed.

* Supports logistics and meeting coordination for the EPRAS Tenant Advisory Committee.

Administrative duties for Community Mediation and Resolution Center

* Assists with scheduling, meeting room set up and case logistics for restorative justice and mediation cases.

* Performs web updates to the CMRC web pages.

* Manages credit card purchases and reporting to finance.

* Performs data entry related to mediation and restorative justice cases.

* Assists with volunteer recertification and other administrative tasks related to volunteer management.

* Supports general program administrative needs.

* Responds to public inquiries to provide resource and referral services.

Other

* Supports and collaborates with the CMRC work group on related projects.

* Works collaboratively and effectively as department team member to advance the work plan of the department and city.

* Performs related duties as required to meet the needs of the department and city.

* Attends workgroup, department and city meetings; fully participates and commits to team meetings and supporting the work of the department.

* Models values that support colleagues, other workgroups, department and city goals.

* Exhibits city leadership philosophy in accomplishing work plan.

* Prioritizes work to support the department in meeting city and community priorities.

* Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property; and

* Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

REQUIRED MINIMUM QUALIFICATIONS

* Three years of experience, or a combination of education and experience.

* Proficiency in Word, Excel, Powerpoint and database applications.

* Previous work experience demonstrating ability to work courteously and effectively with colleagues, and the public in sometimes stressful situations as well as appropriately manage confidential information.

* Ability to work independently or with minimal supervision.

* Strong problem-solving abilities.

* Organized with attention to details.

* Ability to manage multiple tasks and prioritize work to meet business demands in a fast-paced environment.

* Strong commitment and desire to deliver the highest quality services to the department, city and Boulder community.

* Excellent verbal and written communication skills, including the ability to develop communications with the public and follow templates to create simple contracts and perform related follow up on these documents.

* Has and maintains acceptable background information, including criminal conviction record.

DESIRED QUALIFICATIONS

* Work experience in the legal field.

* Formal Conflict Resolution training and experience.

* Fluent Spanish bilingual skills.

* One year of experience in professional writing and/ or graphic design.

* Ability to perform updates to existing web sites.

Work Environment

Works primarily in a clean, comfortable, indoor environment. Outreach efforts may include out of office work in the community.

Machines and equipment used include but are not limited to the following:

Frequent use of standard office equipment including personal computers, telephones, calculators and copy/fax machines.
