ATSU - Assistant Director Procurement Services

**Description**
A.T. Still University (ATSU) is seeking an exempt Assistant Director - Procurement Services on the Kirksville, Missouri campus. The Assistant Director Procurement Services will offer independent and autonomous expertise concerning procurement and contracting decisions. They will assist the director in negotiating significant purchases and addressing any university-wide requirements as they emerge. Additionally, they will support the director in formulating, upholding, and executing university policies and procedures.
**Major Job Duties**
+ Independently and autonomously execute purchases within university guidelines in a centralized environment, including high dollar value and/or highly complex purchases. Also responsible for the management, execution, and administration of digital procurement-related invoicing.
+ Assist the director in administering the e-procurement software systems. Supporting all aspects of the software functions, ongoing knowledge enhancements, and providing local expertise and training.
+ Assist the director in maintaining a university procurement card to complete non-capital purchases as necessary for atypical university needs.
+ Continue to develop processes and utilization of technology
+ Work collaboratively with all schools and departments on procurement-related issues. Establish and maintain good rapport with faculty, staff, and suppliers.
+ Assist the director with the negotiation of better vendor contracts for the university.
+ Analyze e-procurement reports to maintain accurate and timely data management.
+ Assist the director in developing, communicating, and managing policies, procedures, and processes for Procurement Services.
+ Assist the director in ensuring the procurement process is transparent, well-documented, and accessible.
+ Assist the director with measuring and evaluating procurement performance.
+ Responsible for employing the procurement function's strategic visions, goals, and objectives and focusing the organization on the highest value opportunities.
+ Innovates, champions, and implements continuous improvement opportunities in the procurement processes, procedures, and systems.
+ Evaluate and make recommendations to support the director in developing system-wide procurement policies and procedures for implementing standards that represent the best procurement methods while conforming to the state statutes, regulations, and university laws.
+ Collaborate and support the university expansion efforts.
+ Monthly reconciliation and payment of vendor charge card accounts. (ie: Home Depot, Menards, Walmart, and Hy-Vee).
+ Monthly verification and reporting for expensing store room supply orders.
+ Analyzing and evaluating e-procurement reports for open orders and pending invoicing.
+ Manage and oversee the procurement invoicing process.
**Education/Training/Experience**
+ 4-year college degree-Bachelor's Degree in Business, Accounting, Supply Chain Management, or related field is preferred. Equivalent work experience will be considered.
+ Higher education procurement processes.
+ Budget accounting.
+ High-level computer skills.
+ Business computer software systems. (Dynamics GP, E-procurement, or equivalent) Office suite, Adobe Acrobat.
+ 3-5 years of progressively responsible management and supervision.
+ 3-5 years experience in procurement services in higher education setting or 5-10 years experience in procurement-related fields.
**Skills/Personal Traits**
+ Excellent oral and written communication skills and demonstrate conflict resolution skills.
+ Strong computer skills are essential.
+ Knowledge of procurement procedures and practices and internal control concepts and principles.
+ Memorization and the ability to recall details.
+ Knowledgeable and proficient with Microsoft Office Suite and Google Suite.
+ Detail-oriented, strong critical thinking and problem-solving skills with continuous improvement mindset.
+ Customer service oriented, self-motivated with collaborative style.
**Other Information**
+ Need to be able to push, pull, and lift 50 pounds.
+ Ability to maintain a valid driver's license.
+ Must be able to travel between campuses at least 1 to 2 times per year.
+ Must be able to travel to e-procurement software user conferences 1 time per year for continuing education and collaboration on software improvements.
+ Must be able to travel to National Association to Educational Procurement regional conferences 1 time per year for continuing education and collaboration in the procurement field.
