The Human Resources department is looking for a Human Resources Business Partner (HRBP) Supervisor. The HRBP Supervisor is a working supervisor responsible for overseeing HR Business Partners and providing direct HR services to assigned departments. This position combines leadership and hands?on responsibilities, ensuring consistent delivery of HR programs such as workforce planning, performance management, and employee relations. The HRBP Supervisor coaches and develops their team, manages workload distribution, and serves as a trusted advisor to department leaders. As the direct supervision of three HR Business Partners, you will be responsible for hiring, assigning work, evaluating performance, coaching, and professional development. Full supervisory authority as defined by Metro policy. As the Human Resources Business Partner Supervisor you will: Provides supervision to support Business Partners by assigning work, evaluating performance, and providing training to ensure effective delivery of services. Serve as a first point of contact for Metro employees navigating HR questions and issues; researching and responding to inquiries and connecting employees with appropriate additional HR staff or resources as needed. Provide HR guidance, advisement and consulting services to managers and employees on a wide range of HR areas of expertise to include employee & labor relations, conflict resolution, leave administration, performance evaluation and management, contract and policy interpretation, and ADA compliance. Build consensus, operate in a diplomatic fashion, and collaborate with management to develop the best approach to handle a variety of situations. Conduct personnel investigations related to performance, some CBA/policy rule violations, etc. Partner with Labor and Employee Relations and the Office of Metros Attorney on complex investigations or issues. Prepares and presents reports to department managers. Plans, organizes and implements procedures to enhance and accomplish goals and objectives. Develops short- and long-range plans, goals and objectives for operational effectiveness within assigned area of responsibility. Determines strategies, monitors progress and resolves issues. Assist in process improvement projects for HR including developing and implementing strategic goals and objectives in support of HRs overall goals. Perform ad hoc HR projects as assigned. Partner with subject-matter-experts on the HR team including those that oversee benefits, classification processes, training and development and other associated partners on projects and process improvements to support assigned departments and portfolios. Act as a consultant to department managers and employees on classification and compensation policies, procedures, and guidelines. Evaluate and make recommendations for appropriate classification on new positions, reclassifications, and reorganization requests within their assigned department(s). Provide direction to departments on reorganizations to ensure positions are properly classified to meet business needs while also considering the employees in positions and potential implications to them in a reorganization. In partnership with the recruitment team, provide strategic guidance and advisement to hiring managers on how to navigate the various recruitment options that Metro, with a focus on diversity & inclusion and adherence to all Metro policies and procedures as well as contract requirements. Minimum qualifications: Bachelors degree in a field related to assigned responsibilities or professional certification related to the jobs duties; AND Five years of directly related and progressively responsible experience; AND Four years of supervisory experience; OR Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities. Hybrid Telework At this time, this position is designated as hybrid telework. The expectation is for this position to work primarily on-site with some opportunities for remote work. Employees must reside in Oregon or Washington to work at Metro. Like to have qualifications: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider them when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position. Public sector experience. Master's degree in Public Administration, Public Policy or Law. Experience working in a union environment. Experience developing and implementing HR projects and programs. Experience working with applicant tracking and personnel management systems or experience managing or supporting data management tools. Experience partnering and building relationships with directors, managers, supervisors, staff and union representatives, stewards, as well as external stakeholders. However, unless a candidates qualifications justify, based on the Oregon Pay Equity Act requirements and Metros internal equity review process, the appointment will likely be made between step 1: $105,734.64 to the equity range step 4: $122,401.66. This position is not eligible for overtime and is non?represented. It is classified as a Program Supervisor II position.
