Job Description:
Responsible for keeping line of sight into any data risk and related issues impacting the FLU/CF, in accordance with other data related policies (e.g. Global Records Management, Business Continuity, Spreadsheet, etc.). Identifies gaps in adherence and immediately escalates. Works with appropriate partners to develop plans to close gaps. Monitors key performance indicators and internal controls. Partners with Technology to create an infrastructure and processes that enable adherence to the other data related policies and other regulatory mandates; this includes system design and architecture, data governance, data integrity, and overall management of data throughout the lifecycle. Works with other groups as needed, including Compliance, Audit, Operational Risk, and Technology to ensure effective controls over data for respective Domain. May manage others.

The Data Governance Manager - External Data Transmission Governance role is responsible for driving enhancements to External Data Transmission (EDT) aligned governance processes, controls, and metrics memorialized via a dynamic internal Standard. This role will serve as a subject matter expert on external data transmissions governance requirements ensuring FLU/CF Standard adherence, on-going engagement with FLU/CFs to drive transparent processes, flawless execution and timely escalation and remediation of EDT-related issues / incidents.

Responsibilities:
  • Creation, maintenance, and sustainability of process, control, and metric design consistent with the Process Management - Enterprise Policy and internal Global Strategy & Enterprise Platforms (GSEP) requirements
  • Routine engagement across Front Line Units, Control Functions, and 2nd/3rd line partners driving measurable adherence to the External Data Transmission Standard
  • Partnership across Enterprise Data Governance, Strategy and Operations (EDSGO) to ensure consistency and alignment with broader enterprise Policies including Data Management, Global Records Management, Regulatory Reporting, Risk Data Aggregation etc.
  • Quality assurance (QA) requirement generation, metrics and reporting and issue/incident resolution impacting FLU/CF
  • Driving detailed governance processes (standard revisions/updates, reporting, guidance development and updates, etc.)
  • Partner with key named roles (e.g., DSME, DQCE, FTPE, TPEM etc.) across the Enterprise to enable FLU/CF compliance with External Data Transmission Standard requirements
  • Heavy engagement with Global Third Party / Procurement and EDSGO teams to ensure consistent requirements and execution of EDT-related control framework
  • Partnering and collaborating with Global Technology stakeholders (e.g., GIS, DMTEA, Data Channel/Platform Owners etc.) to evolve guidance by external transmission channel, registration processes (Permit-to-Send) business requirements for supporting technology tools and tool strategic roadmap sustainability
  • Monitor Control Metric performance, key performance indicators (KPIs) and internal controls. Partner with other groups including Compliance, Audit, Operational Risk, and Technology to ensure control effectiveness.
  • Assist in the design and implementation of EDT Common Process Framework & quality assurance scripts (in partnership with the EDSGO centralized QA team)

Required Qualifications:
  • 5 years or more experience in areas such as Data Management, Audit, Risk Management, Technology, or Operations
  • Perform complex data management functions which may require extensive analysis and research - Intermediate / Advanced Excel expertise (pivot tables, formulas, conditional formatting, macros etc.); Intermediate / Advanced PowerPoint expertise to develop Executive-level presentation materials
  • Experience / strong familiarity with data management lifecycle/concepts (capture, transport, use, external data transmission)
  • Commitment to challenging the status quo and identifying program risk issues across the enterprise using a data driven approach
  • Excellent relationship management skills and ability to influence outside of direct team, collaborate with different stakeholders, and drive and implement changes
  • Experience in managing multiple and often competing priorities in a fast-paced environment
