In addition to the advertised starting salary, The Montana Legislature passed the FY2024-2025 State Pay Plan that includes a raise of $1.50/hr on July 1, 2024.

Work Unit Overview:

The Water Resources Division (WRD) is responsible for promoting and coordinating the beneficial use, conservation, protection, and development of Montana's water resources. The WRD carries out its duties to promote the general welfare, economic and social prosperity of the people of Montana.

The Planning, Implementation, and Communication Bureau (PIC) coordinates stakeholder engagement, planning, and implementation of the State Water Plan, State Drought Management Plan, Montana's federal reserved compacts, and WRD initiatives.

The Compact Implementation Program (CIP) attends to the State's obligations to federal and tribal water compacts by evaluating water rights, collaborating with partners on compact related projects, and addressing technical and administrative challenges related to large compact infrastructure developments and evolving circumstances.

In carrying out their duties, CIP staff frequently partner with local water users, watershed groups, conservation districts, other bureaus, and divisions within DNRC and other state agencies, tribal partners, and federal agencies.

Job Overview:
This position is responsible for the coordination of DNRC's obligations associated with the implementation of Montana's Water Compacts under MCA 85-20.The position has the authority and discretion to make decisions, in coordination with their supervisor, on how to carry out policy, rules, and laws pertinent to the CIP.This position conducts research, analysis using geographic information systems (GIS), and develops recommendations regarding changes to improve CIP's services.Common duties for this position include providing technical guidance and training for DNRC and tribal personnel on DNRC's water rights database, GIS applications, and creating reports for processing water reservation applications.

Location: Helena is the preferred location for the incumbent, but this can be flexible to possibly include Bozeman, Havre, or Billings.

Qualifications

Minimum Qualifications (Education and Experience):
  • Bachelor's degree in a resource management or natural science field.
  • Four years of experience with resource management.
  • Combination of education and experience equivalent and comparable to that specified above will be considered on an individual basis.
Desired Qualifications:
  • Education or experience in water rights, physical sciences, engineering, hydrology, natural sciences, or computer science is desirable.

Required Knowledge:

Knowledge:The work requires extensive knowledge of the Montana Water Use Act, Montana's Water compacts, considerable knowledge of the principles and practices of program management, water resource management, administrative rules, water rights programs, water use practices, field procedures, and irrigation and water management practices.Additionally, this position requires working knowledge and experience in water resource investigative methodologies, record keeping, data processing and research methods.

Special Information: Candidates must be eligible to work in the United States.A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
