Position Description

Directs, leads and manages multiple medium to large, IT software development lifecycle, implementation, agency-wide and enterprise-level projects and/or initiatives from requirements initiation to implementation/deployment based on repeatable project management standards, processes, procedures and practices

Develops and maintains detailed project artifacts Works directly with Stakeholders to define and gather project requirements; creates requirements documentation and process documentation Identifies, manages, and mitigates risks and/or issues Communicates project status, progress and completes weekly reporting Leads stakeholder meetings and completes meeting minutes Manages vendor application development, and timelines Interfaces with IT team members and agency stakeholders to manage both BA and PM tasks associated with projects Drives on state business Performs other duties appropriate to the assignment

Skills Required : Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).

Knowledge of:

All theoretical, practical, and technical aspects of project management The application of Project Management Body of Knowledge (PMBOK) Proven working and the application of System Development Life Cycle (SDLC) Azure Dev/Ops Microsoft and Google applications Scrum and Agile methodologies and practices Budgets, estimations, ROIs and financial reporting Project management software

Skill in:

Exceptional written and oral communication Expert requirements gathering and documentation (BRD, FRD, TRD) Building and maintaining interpersonal relationships Process improvements and value-based solutions Leading dispute resolutions and effective problem solving Project management methodologies and practices Vendor management and contracts The procurement processes and procedures

Ability to:

Lead, manage, and organize cross-functional and collaborative agency-wide teams and projects Cultivate and maintain strong relationships internally and externally especially with stakeholders Deliver solutions that are cost-effective, operationally sound, and generate profit or benefit to the Agency Effectively create developmental design solutions Originate, organize, and maintain highly technical documentation Articulate complex technical project plans and solutions to a variety of audiences Have a deep and broad working understanding of the software development life cycle Apply Scrum practices and methodologies to project management, development and implementation Develop and implement program and project-level processes, procedures and performance metrics Learn ADCRR’s policies and procedures

Skills Preferred :

Bachelor’s degree plus at least five years of technical project management in leading multiple medium to large IT software development lifecycle, implementation, agency-wide and enterprise level projects and/or initiatives from requirements initiation to implementation/deployment

Certification in Project Manager Institute (PMI), Project Manager Professional (PMP) a plus Agile/Scrum certification Experience with Agile/Waterfall/hybrid, Azure DevOps, Software as a Service (SaaS), Commercial-Off-The-Shelf (COTS), Data Warehouse _ Power BI training and application;; report writing Experience with Monday.,com - mid level user Excellent stakeholder management, team player

Experience Required :

- Certification or formal training/classwork in Business Analysis (prefer a PM who has been a former BA or is currently working as a PM/BA - this is a dual role) -

Must be a Business Analyst/Project Manager possessing both sets of skills

Education Required: Bachelor's degree

Additional Information : Looking for a well rounded candidate who can step in and handle both PM and BA work; team player - must work well with others and be stakeholder-centric; excellent command of the English language, able to run a meeting but also take meeting minutes; super incredible organizational skills; multi-tasker; someone who not only possesses practical skills but also has common sense and the ability to shift gears quickly, learn on the fly, adapt to changing environments, and manage stakeholders. Must be able to apply skills - not looking for a linear thinker - this is not a "task based" position; must be strategically minded, self starter, see the big picture and act on it. This candidate should be respectful of our stakeholders - we are a law enforcement agency, rather formal (yes Sir, yes Ma'am) strict and this person must be respectful; act and speak appropriately, comfortable with authority.
