Description

SUMMARY

This position's primary function is to ensure the efficient, safe operation and maintenance of all propulsion, electrical, and auxiliary systems of the vessel. Supervises and coordinates the activities of all engine room maintenance and operation. Have the ability to trouble-shoot, service, and repair equipment onboard the towed fuel barge, as may be assigned by the tug Master.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Ensures that the vessel's mechanical and electrical machinery is properly operated, maintained and serviced, including all watertight doors, valves, piping, wiring within engine room, as well as shaft alleys, steering compartments, storerooms, workshops, compartments, and areas below the floor plates, voids and uptakes.
  • Makes frequent inspections of mechanical and electrical systems; makes necessary repairs and adjustment. Documents non-conformities that cannot be repaired while underway.
  • Records daily fuel consumption
  • Serves as Chief Engineer during one watch
  • Assigns deck department engine room duties on applicable watches
  • Orders stores, equipment and supplies for engineering operations
  • Available to trouble-shoot, service and repair equipment onboard the towed fuel barge as may be assigned by the tug Master. This includes but is not limited to: pump engines, generator engines, cargo pumps, PTO's valves and valve actuators, portable pumps, navigational and house lighting systems, barge alarms and shut-downs, portable air compressors.
  • Knows and enforces applicable USCG rules and regulations. Maintains active safety program
  • Any other duties as required to ensure safe and efficient vessel operations
  • It is the responsibility of the crew to:
    • Adhere to the provisions of the COI;
    • Adhere to vessel Load Line requirements (where applicable)
    • Comply with the applicable provisions of USCG Subchapter M;
    • Comply with the TSMS, if one is applicable to the vessel;
    • Ensure that the master or officer in charge of a navigational watch is made aware of all known aspects of the condition of the vessels, including;
      1. Those vessels being pushed, pulled, or hauled alongside; and
      2. Equipment and other accessories used for pushing, pulling, or hauling alongside other vessels
    • Minimize any distraction from the operation of the vessel or performance of duty; and
  • Report unsafe conditions to the master or officer in charge of a navigational watch and take effective action to prevent accidents.

  • Merchant Mariner's Document with QMED endorsement
  • Transportation Worker Identification Card (TWIC)
  • Drug-free certification
EDUCATION and/or EXPERIENCE

High School Education.

PHYSICAL DEMANDS

  • The standard work schedule is continuous from April through October for seasonal Alaska operations; however, this work schedule may vary. The daily work schedule will vary according to the operational demands of the vessel and is seven days per week. Engineers must be in the machinery spaces frequently enough to monitor all operating equipment closely enough to be aware of any unusual temperatures, pressures, or other variations from normal operations. Self-directed work schedules must provide for adequate rest while the engineer maintains the equipment for which he is responsible.
  • Engineers must be capable of lifting and moving equipment that may weigh in excess of 100 pounds. It will frequently be necessary to move equipment that is heavy, large, and awkward, sometimes from one level to another. Mechanical lifting devices are provided and must be used as necessary. Assistance must be obtained from other members of the crew when appropriate. The Chief Engineer must consider the requirements of a particular job prior to undertaking the task so he can be assured that all necessary equipment or assistance is readily available.
  • Engineers must ascend and descend stairs and ladders, sometimes while transporting tools or objects. They must use portable ladders or stools to allow them to work on systems that are located in the overhead section of machinery spaces.
  • Repairs may require that engineers reach into small, poorly accessible areas of machinery; work on equipment that has pressurized or hot components; secure or segregate systems to provide an adequate safety margin; troubleshoot equipment that is difficult to reach; work in areas that have high noise levels; work below decks in an area that may experience periods of darkness in unusual situations; and work in confined and restricted spaces.
  • The Chief Engineer must have color vision that allows him to safely work on electrical systems that have color coded wires; distinguish between warning, alarm, and normal operating lights; discern system components that are identifiable by color code; and observe basic safety precautions that may be related to color identification.
  • An engineer's hearing must be adequate to ensure his personal safety while working in a machinery space, while utilizing hearing protection PPE, with a high level of background noise and detect changes in operating sounds of machinery. He must be capable of communicating with the tug Captain, officer of the navigational watch, or other personnel via portable or fixed VHF radio as well as by intercom systems or voice communication.
  • An engineer must possess sufficient physical dexterity to enable him to manipulate small items in restricted spaces or large objects when using mechanical lifting devices.
  • An engineer must be capable of reading English well enough to comprehend the various manufacturers' instruction manuals which describe preventative and corrective maintenance procedures for the equipment aboard his vessel. He must also be capable or reading and understanding written directives which may affect his job or emergency assignment. He must be able to write well enough to accurately record all required events and to communicate as required in the course of conducting their job.
  • The engineer must be capable of performing assigned emergency duties as listed in the vessel's Station Bill without undue danger to himself or his vessel.
  • Medical facilities are not readily available in many areas along the company area of operation. In some instances a lengthy delay in obtaining medical assistance may occur. Any crewmember needing medicine or periodic medical treatment is responsible for obtaining that treatment or medicine during his or her time off the boat.
