Summary:

The Senior Unexploded Ordnance Supervisor (SUXOS) will supervise Military Munitions Response Program (MMRP) field operations be assigned to the Ahtna Former Fort Ord MMRP project. The candidate will be based in the Monterey, California office with a field office on the Former Fort Ord. Responsibility include establishing, implementing, and executing an effective contractor munitions and explosives safety program for all Munitions Response (MR) related activities, in compliance with all applicable Federal, DOD, State and local regulations on MMRP projects. This position requires experience leading teams and supervising MMRP projects, the ability to work independently within guidelines to complete job duties with minimal direction and guidance with periodic reporting management and coordinating with the Site Project Manager, Project Manager, UXO Quality Control Specialist (UXOQCS) and UXO Safety Officer (UXOSO). The position is deadline-driven; supervisors must be able to set priorities, work efficiently, and strive for the highest level of quality and maintain safety of workers and the public.

The pay range for this position is $62.00-$70.00/hour.

Essential Duties and Responsibilities (including but not limited to):

  • Meet the criteria for, and perform the functions of, a UXO-TIII, UXOQCS, and UXOSO.
  • Ensure compliance with a DoD Military Service- and/or DDESB-approved site plans.
  • Plan, coordinate, and supervise all on-site munitions response and operational range clearance activities, if required.
  • Supervise up to ten UXO teams.
  • Assist in the development of required plans (e.g., health and safety plans).
  • Supervise construction of UXO-related protective works; transporting and storing MPPEH assuring compliance with Federal, state, and local laws.
  • Supervise work in compliance with a DoD Military Service- and/or DDESB-approved site plans.
  • Track progress of subcontractor activities (ex. Surveying, Brush Cutting/Clearing, Geophysical Mapping).
  • Review all field reports (e.g., daily reports, audits) and approve UXO team leader reports.
  • Conducting reconnaissance and classification of MEC; including the identifying fuzes and determining fuze conditions of all munitions, U.S. and foreign.
  • Evaluate the risk of movement of UXO or DMM within an MRS or operational range with the UXOSO and provide approval for movement by a UXO Technician when the risk of movement is determined to be acceptable.
  • Supervise safe handling procedures and the process of inspecting, certifying and verifying Material Potentially Presenting an Explosive Hazard (MPPEH) on the assigned project site.
  • Conduct real time/on-site evaluations of MEC operations.
  • Working with team members to detect and identify potential problems and implement corrective measures.
  • Review data recorded by UXO teams.
  • Provide on-the-job training for selected UXO personnel temporarily perform SUXOS duties, if the SUXOS is to be absent from the site.
  • Preparing daily reports to include list of personnel and hours expended, grids/areas where response actions occurred, explosives expended, MEC found, and any other information required by the work plans or the Project Manager.
  • Supervising team preventive medicine and field sanitation procedures, if the UXO Safety Officer is off site.
  • Conducting daily site safety briefings if the UXOSO is off site.
  • Clearly communicating risk, changes, or issues up to management
Minimum Qualifications
  • Graduated from military EOD School of the United States.
    • OR Graduated from military EOD school of Canada, Great Britain, Germany, or Australia.
    • OR Graduated from a formal training course of instruction or EOD assistant courses.
  • A minimum of 10 years of UXO/EOD experience in all aspects of munitions response actions or range clearance activities.
  • Five (5) years of supervisory experience in transportation, handling, and storage of munitions and commercial explosives.
  • Significant successful experience in all aspects of munitions response actions or range clearance activities, as appropriate for the contracted operations,
  • Ability to pass a physical examination and current HAZWOPER physical.
  • Current 40-Hour HAZWOPER.
  • Current 8-hour annual HAZWOPER Refresher.
  • Valid Driver's License with a clean driving record, able to drive a company
  • Thorough understanding of corporate and industry field practices, processes, standards, , and their impact on project activities.
  • Working knowledge of relevant portion of Defense Explosives Safety Regulation (DESR) 6055.09 Edition 1 dated January 13, 2019, Engineering Manual (EM) 385-1-1, EM 200-1-15, and Munitions Response-Quality Assurance Project Plan modules 1 and 2 and associated guidance and regulation.
  • Basic knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint, and
  • Outstanding verbal and written communication skills; ability to interpret and explain company policy concerning MEC practices to executives, managers, employees, and clients.

  • Experience and Knowledge of Alaska Native cultures.

Working Environment:

Work is generally performed outdoors, with periods of indoor office work. While outdoors may be subject to construction site conditions, explosive hazards, confined spaces, changes in temperature, weather conditions, and noise levels.

Physical Demands (including but not limited to):
  • Frequent sitting for prolonged periods (depending on the task), using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.
  • While in the field, reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 12 hours. Frequent lifting of up to 50 pounds, such as small electrical components, equipment, and other materials.
  • Walking long distances in areas ranging from flat surfaces to areas with uneven surfaces and steep terrain with little to no vegetation or heavily wooded areas.
