We are seeking a procurement specialist to build and lead our procurement group and support our Energy Project Teams across North America. This role will require you to manage and execute the procuring and expediting process for products, components, materials, and services for site teams in line with specified costs, quality and delivery targets, compare and evaluate offers from suppliers and organize and schedule procurement in a timely manner. It is important that you can ensure compliance towards legislation and company procedures during supplier negotiations and contract award process.

You will be working with others in the procurement team to review opportunities for continuous improvement, conducting research for new suppliers and assessing their competency but also building, maintaining, and managing relationships with the supply chain, ensuring that a consistent approach is taken for all supplier relationships. As a procurement manager, your responsibilities will include: Build and manage a team of procurement specialists. Develop and maintain sustainable relationships and partnerships between internal and external stakeholders. Use continuous improvement techniques to make process improvements, lower costs and realize efficiencies. Adhere to procurement policy and purchasing procedures. Complete tasks and resolve problems that require an ability to recognize deviation from accepted practices. Assist clients in the procurement and performance of contract management and administration on all assigned contracts. Coordinate planning of entire procurement process with procurement, engineering and project management from receipt of request for procurement through the cycle of solicitation, negotiation, contract award, administration and close-out. Provide procurement support in the award process for assigned contracts including: preparing and/or coordinating all documentation and correspondence from publicizing procurements through award of contract; opening bids or receiving proposals; evaluation; determination of responsiveness and responsibility; resolution of bid protests and mistakes in bid; determination of price reasonableness; and preparation of award action documentation for Board of Directors approval. Prepare negotiated proposals and formal advertising type solicitations, to include proper utilization of contract terms and conditions, for materials, equipment, supply and service, professional and technical service, construction, and A/E contracts for procurement. Liaising with the site teams to ensure requirements are understood, key supply side factors are considered [lead times] and requirements delivered on time. Managing day-to-day supplier performance and highlighting issues or opportunities to improve. Proactively supporting & resolving delivery, quality or invoice issues with suppliers. Prepare reports, including cost analysis. Take personal responsibility for your own health and safety, your team members, and the supply chains. A working knowledge of codes, standards, and regulations related to natural gas gathering, transmission and distribution is required, i.e.: those published by American Society of Mechanical Engineers (ASME), American Petroleum Institute (API), American National Standards Institute (ANSI), Pipeline and Hazardous Material Safety Administration (PHMSA), etc. A bachelor’s degree in business administration, engineering or a related field from an accredited college or university is preferred. At least ten (10) years of progressively responsible experience in procurement and contracting of equipment, materials and service contracts for oil and gas pipeline and/or power generation, transmission and distribution projects. Experience leading and managing a team of procurement specialists. Certification from an accredited procurement program such as the National Contract Management Association (NCMA) Certified Associate Contracts Manager (CACM) program or NCMA’s Certified Professional Contracts Manager (CPCM) program or an appropriate certificate from a program sponsored by the National Institute of Government Purchasing (NIGP) or a certification from another such program(s) is preferred. Be familiar with the principles and practices of contract preparation and administration for formally advertised bids and competitively negotiated proposals. Be familiar with public sector procurement rules and regulations, legal principles, and case law applicable to the preparation and administration of contracts. Have a working knowledge of market conditions, standard business practices, cost / price analysis, and the laws, ordinances and regulations governing client procurements. Be proficient in miscellaneous computer applications (e.g., word processing, spreadsheets, and databases) including Microsoft Office (all suites).
