The responsibilities of this job include the below two areas:

1. Financial:

This role is primarily an office position but travel to the project job sites meeting with the project teams and subcontractors may facilitate accomplishing objectives.

You will protect and promote the interests of both DM Electrical and the client in all matters as well as demonstrate the personal characteristics of a developing leader.

Manage contracts, amendments, insurance, bonds, SOV, files, and company policies.

Conduct timely and accurate review of requisitions and lien waivers.

Manage the monthly project forecast process.

Ensure timely management of accounts receivable and payables.

Manage the project financial closeout.

Develop and maintain positive professional relationships both internally and externally.

Assist with internal and external audits.

Assist with preparation of bid proposals.

Periodic customer invoicing, delivery of all eligible invoices to customers, and dispute resolution.

Monitor aging and reconciliation of outstanding accounts.

Familiar with WIP process.

Familiar with SAP/Arriba systems.

2. Payroll/Federal Regulatory Reporting:

Payroll liaison with operations team on projects requiring prevailing wage/Davis Bacon Act reporting and compliance and/or certified payroll.

Develop and enforce comprehensive compliance protocols to meet prevailing wage requirements.

Take the lead on compliance site surveys, reviewing payroll reports, and maintaining compliance logs to ensure accuracy to prevent discrepancies.

Design educational programs and conduct training for staff on compliance requirements, accurate labor hour reporting, and prevailing wage law.

Resolve prevailing wage-related inquiries, providing guidance and support to workers and external parties.

Provide strategic leadership, including recruitment, training and management of the compliance responsibilities to uphold high standards of integrity and professionalism.

Stay abreast of regulatory changes and industry standards, implementing best practices and communicating throughout the organization.

Develop a robust tracking system for apprentice progression and wage adjustments, ensuring accurate integration into prevailing wage reports for audits.

Ensure timely and accurate reports on prevailing wage and apprenticeship compliance.

Weekly payroll processing support.

Review employee expense reimbursements for approval.

New hire intake including I-9 documentation and review of benefits paperwork.

May receive some assignments in the form of objectives and can determine tactical approaches, resources, schedules and goals.

The successful candidate must possess the following qualifications and knowledge:

Familiarity with construction industry and pricing components.

Have an understanding of the overall project execution process, including budgeting, project forecasting, cost control, schedule, anticipated cost and project profitability.

Must have recent experience with prevailing wage rules, regulations, compliance and reporting.

Must have recent experience with certified payroll and Davis-Bacon Act regulations.

Experience with Paycor or similar robust HR and payroll management system.

Customer service skills for payroll, answering questions and helping to identify any issues.

BS degree in Accounting, Finance, Business or related field.

3-5 years with construction management or an organization in construction or equivalent combination of education and experience in construction.

Excellent customer service skills rooted in empathy and patience.

Excellent written and verbal communication skills.

Proficient in Microsoft Excel and Word and Microsoft Teams environments.

Be a notary.

English/Spanish bilingual a plus.
