This position performs accounting, financial reporting, and analysis work of a complex nature in coordination with and support of the Clients Project Manager. The Financial Analyst is responsible for project accounting activities for all assigned Capital Improvement Plans (CIPs). The work includes establishing, updating, and maintaining the overall project budgets for each CIP; tracking, certifying and recording project costs against budget; financial forecasting; tracking accounts payables; submitting purchase requisitions if required; registering accruals; maintaining proper monitoring and reporting to ensure federal funding requirements are being met; and providing key financial metrics and reports for Clients senior management and outside agencies. The work performed must be thorough, accurate, and performed in accordance with general accounting guidelines.

The Financial Analyst's performance will be measured through management review of project financial reporting outputs for completeness, accuracy and on-time delivery of forecasts each month.

REPORTING STRUCTURE: This position reports to the Project Manager and Project Lead, and manages one Financial Analyst, one Procurement Coordinator, and one Contract Change Management Coordinator.

Requirements

  • Research, comply with, and analyze project and accounting records in response to inquiries from internal and external sources and prepare the necessary documentation to support findings. Prepare correspondence and/or reports in response to inquiries
  • Serve as the project's primary point of contact for reporting and presenting forecasts during project control meetings
  • Review the monthly A/P closing process such as the monthly cost certifications and verify the timely posting of closing entries with representatives from the Office of Project Finances and Contract Management (PFCM) pursuant to the monthly General Ledger closing schedule. Report entries to PM and representatives from PFCM
  • Work with the project management team to collect forecast information and clearly depict the information in a manner that is easily reported to the management team and representatives from PFCM on a monthly basis or as otherwise directed
  • Meet deadlines for generating reports, letters, memoranda, and other assorted documents required to support the department
  • Disseminate information to and between managers and other staff as well as internal clients or partners as needed, creating defined information sourcing
  • Gain an understanding of WMATA's systems and procedures for entering data into systems of record
  • Support WMATA Asset Manager, WMATA Task Manager, and stakeholders in tracking and reporting the financial assets in accordance with FTA and WMATA requirements
  • Compile and analyze basic information for inclusion in reports or presentation materials to assist management with preparation and communication of financial information
Accountable Items (Deliverables):
  • Provide a monthly report detailing actual expenditures incurred, a monthly forecast for the next 12 months detailing expenditures, a quarterly forecast for the next fiscal year, and an annual forecast through project closeout for both CIP0136 and CIP0332
  • Provide a report showing a line item by line item total of the financial worth of all fixed assets provided by CIP0136 and CIP0332
  • Prepare cost reporting updates for monthly, quarterly, and annual project update meetings, PMOC, meetings, and ad-hoc meetings requested by management
  • Provide monthly performance indicators on forecasts versus actuals for each PM. Include trend analysis, risks, issues, and other items needing attention
  • Provide a written analysis of contractor spending performance against project budget. Provide comparison of actual costs against accrued expenses to ensure accurate billing on contracts
  • Coordinate project team tasks to ensure timely delivery of financial reports, including accruals, budget forecasts, to PFCM, SPPM, and other internal financial entities
  • Support the preparation and submittal of project financials by PFCM and SSPM financial managers to ensure timely and accurate information is presented to WMATA management and external entities such as the PMOC
  • Conduct training sessions for project team members as required to establish a common understanding of forecasting and reporting requirements
  • Track and maintain CIP budgets, expenditures and forecasts
  • Establish and facilitate an invoice review and approval process to ensure all required documentation has been reviewed and accepted by the applicable project teams (e.g., above ground, below ground, subscriber, etc.) and that Contractor payment requests are handled in a timely manner
