Martin County is currently accepting applications for a full-time Appraiser in the County Assessor's office.

The Appraiser is responsible for the appraisal and classification of residential, agricultural and income producing properties through physical inspections to establish a market value for real estate tax purposes. This position also maintains the appraisal data and classifications within the CAMA and TAX systems. The Appraiser is also responsible for addressing public inquiries regarding property value and taxes, as well as defends appraisal decisions to taxpayers through appeal process.

This position is scheduled to work 40 hours per week, Monday through Friday, 8:00AM to 5:00PM with a one-hour lunch period.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Appraises and classifies all property within the county through location, measurements and interior and exterior inspections.
  • Maintains appraisal data and classifications in CAMA and TAX systems.
  • Calculates and records value apportionment necessitated by splitting or combining properties.
  • Processes and verifies certificates of real estate value for sales ratio studies and for property appraisal purposes.
  • Performs sales analysis of sale properties. Performs analysis of valuation schedules as applicable to the various property types.Recommends changes to valuation schedules to County Assessor.
  • Processes homestead applications and grants for residential and agricultural homestead status.
  • Verifies and administers Homestead classifications as directed.
  • Addresses constituent inquiries concerning property values and taxes, and represents County Assessor's Office at local or county board of review and equalization as requested.
  • Responds to phone and counter inquiries to provide information and answer questions for realtors and other appraisers.
  • Participates in continuing education and training sessions on appraisal methods, law changes, computer skills and other related matters. Ensures required certification and licensure credentials remain valid.
  • Performs other work-related duties as required.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE
  • Two years of formal training in technical school or associate's degree.
  • Real Estate related experience preferred; or equivalent combined education and experience.
LICENSURE
  • Valid driver's license.
CERTIFICATION
  • Certified Minnesota Assessor within three years of hiring.
  • Accredited Minnesota Assessor within five years of hiring.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of property assessment and appraisal procedures and requirements and ability to consistently apply them while gathering and entering data.
  • Knowledge of modern office practices and procedures.
  • Knowledge of organization and operation of County government and working knowledge of applicable Minnesota Statutes
  • Knowledge of Minnesota Department of Revenue and County Assessor interpretation of both new and old laws.
  • Ability to operate general office equipment including financial spreadsheet, word processing, CAMA system, GIS mapping and measuring on field and office devices.
  • Ability to work with prioritizing workload to meet deadlines for multiple tasks and maintain efficiency with frequent interruptions.

PHYSICAL JOB REQUIREMENTS AND WORKING CONDITIONS

The position has good working conditions in general, but is a diversified job requiring sustained mental effort related to public contacts, organizational issues, planning and technical areas.

This position may encounter significant emotional strain or tension.There is sustained exposure to sitting and standing.There is also moderate exposure to computer keyboards and video screens and moderate lifting (up to 40 pounds).This position requires office, fieldwork, public meetings and individual public contact.Fieldwork requires viewing properties, exposure to the outside elements and potential for walking over rough ground.
