Environmental Specialist

to support the U.S. Department of State,

Office of Facilities Management in Washington, DC.

This position is onsite.

Roles & Responsibilities

Acts as the Subject Matter Expert for environmental services within the Office of Operations (OPR), offering technical support on a wide array of environmental matters, including regulatory and permitting requirements, waste disposal and recycling, project evaluations, and sustainability initiatives. Manages the fuel management program, encompassing the Federal Certified Underground Storage Tank Operator Program, permitting processes, and AST/UST enhancements. Updates the Spill Prevention, Control, and Countermeasure (SPCC) program. Handles the preparation and review of air and water permits, licenses, applications, and records to ensure adherence to federal and state environmental standards. Oversees solid waste, recycling, and hazardous waste storage and disposal programs, which involves tracking metrics, conducting awareness training, selecting qualified vendors, and managing waste manifests. Assesses construction and demolition plans for environmental concerns and oversees contractor performance. Performs environmental compliance audits and analysis in support of National Environmental Policy Act (NEPA) Compliance. Detects noncompliance issues, proposes corrective actions, and estimates associated costs. Generates NEPA documentation, makes determinations on whether projects are Major Federal Actions or Categorical Exclusions, and reviews NEPA documents like Environmental Assessments, Findings of No Significant Impact, and Environmental Impact Statements. Supervises Natural Resources, focusing on conservation, monitoring, management, and regulatory reporting. Maintains compliance with NEPA, DEQ, and other regulations related to site operations. Basic Qualifications

US citizenship Secret clearance 5+ years' federal compliance and planning experience Bachelor of Science degree or Bachelor of Engineering degree in an environmental discipline Experience managing Federal Agency environmental programs, including fuels management, permitting, and waste management Experience in providing environmental support for a large, multi-worksite federal agency with a blended workforce of contractors and direct hires.
