Summary

This City of Bend announces an exciting opportunity within the Real Estate, Facilities and Housing Department for one (1) full-time, regular Management Analyst. This is an FLSA exempt (not overtime eligible), non-represented position.

Reporting to the Real Estate, Facilities, and Housing Department Director, this position provides complex and strategic professional, technical and financial analysis and project management support to aid in the administration, evaluation, development and management of diverse operations of the Real Estate, Facilities, and Housing Department. This position supervises departmental administrative support staff.

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
  • Supports development and administration of department projects through budget development, monitoring program progress, and conducting related analysis.
    • Meaningfully participates in setting the strategic direction of the organization and planning long- or short-term objectives.
      • Serves as liaison between the Real Estate, Facilities, and Housing Department and other City departments and outside agencies; maintains regular and substantial contact with others outside own workgroup, including the general public, vendors, partners, and leadership level employees. Contacts usually involve discussions and/or resolving problems related to policies and programs or the exchange of highly complex or confidential information; substantial sensitivity, discretion and cooperation required; usually follow-up action is needed.
        • Responsible for developing recommended budget for the Real Estate, Facilities, and Housing Department, with minimal restrictions/prescribed parameters. Has accountability for all expenses within an organizational unit and reporting concerns regarding meeting budget goals.
          • Assists in developing policies, budget and program goals/objectives.
            • Responsible for direct oversight of staff and activities related to the administrative team within the department.
              • Represents the department in meetings, committees and conferences including important contract negotiations; continually promotes positive external brand.
                • Evaluates, updates and aligns department project management processes and systems used to track, monitor and report on projects, focusing on efficiency, effectiveness and continuous improvement of standardized tools and processes.
                  • Evaluates, updates and aligns department procurement processes, including RFP, RFQ, bid packages, contracting selection and contract development, ensuring compliance with all related regulations.
                    • Prepares and delivers of key reports, status updates and other important information to stakeholders.
                      • Ensures regulatory compliance, and adherence to policies and procedures.
                        • Ensures programs and projects remain within expected costs and helps evaluate proposed projects and programs and assists in establishing priorities in conjunction with budgets.
                          • Manages and provides oversight of the Affordable Housing Fund, Commercial and Industrial Construction Tax, Community Block Development Grant, Urban Renewal funds, and other funds within the department.
                            • May present to and interact directly with City Council as needed.
                              • May establish and implement community communication and outreach program; and/or investigate and resolve citizen complaints. May interface with the media and community partners regularly and serve on state committees.
                                • Conducts technical studies and oversees work of consultants conducting similar work.
                                  • Complies with safety requirements of the position and actively promotes safe work practices.
                                    • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
                                      • Performs related duties as necessary to achieve the objectives of the position.

                                                                            Minimum Qualifications
                                                                            • Bachelor's degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
                                                                              • 4 to 5 years' experience in a similar position and/or performing similar tasks
                                                                                • 2 to 3 years' Managerial experience
                                                                                Required Certifications
                                                                                • Current and valid Driver's license per City policies outlined in the Employee Handbook.
                                                                                Preferred Qualifications
                                                                                • Experience: Experience with Real Estate and Property Lease transactions, Facility and Asset Management, and Housing Assistance programs preferred.
