Position Overview

The Senior Manager, Talent Acquisition (TA) will develop and implement strategies for proactive hiring and will build and communicate the vision and structure for the Talent Acquisition function. The role requires a combination of strategic, innovative thinking and hands-on execution. The individual in this role must have a proven track record in high-volume talent acquisition, must possess the leadership skills required to lead, mentor, and inspire a team of recruiters to achieve recruitment goals and objectives, and must have a passion for promoting diversity and inclusion within the workforce. Through creative and innovative sourcing strategies and techniques s/he will build a pipeline of qualified candidates and will deliver an outstanding recruitment experience for both hiring managers and candidates. The Senior Manager, TA will report to the Director of Talent Management and will have two-three direct reports.

Key Responsibilities

  • Oversee the full life-cycle recruitment processes for offices in the United States, Latin American, and the Caribbean, ensuring a seamless and efficient candidate experience.
  • Leverage current practices and relationships to implement a recruitment strategy aligned to the PADF's objectives and workforce plans.
  • Build strong partnerships with internal stakeholders to understand business objectives, understand staffing needs, and ensure recruitment efforts are aligned.
  • Introduce creative solutions and best practices in talent acquisition for an efficient and effective recruitment process and to improve quality of hire.
  • Collaborate with New Business Development in proposal recruitment efforts and orchestrate the development of talent pipelines for future opportunities.
  • Lead talent outreach events at job fairs, university events, on social media, actively promoting PADF's employer brand.
  • Manage internship and related programs within PADF.
  • Own and manage requisitions related to executive search, confidential search, and other business-critical requisitions as recruiter.
  • Analyze recruitment metrics to identify trends, areas for improvement, and opportunities for innovation.
  • Work with Hiring Managers and Directors to forecast future needs including skills and capability requirements.
  • Design and deliver training on recruitment best practices, process changes, and interview guidance to hiring managers.
  • Adhere to equal opportunity/affirmative action guidelines, federal and state regulations, and USAID / USG awards regulations in recruitment efforts.
  • Other duties as assigned that will help to drive our organizational mission, vision, and values.

Required Qualifications
  • Eight or more (8+) years of experience in Talent Acquisition.
  • Four or more (4+) years of experience leading teams in a formal role.
  • Bachelor's degree in Business Administration, Human Resource Management or a related field.
  • Superb project management, planning, coordination, and organizational skills.
  • Experience consulting and making recommendations to ensure effective achievement of objectives, including the capability to challenge assumptions, communicate limitations, and flag blind spots.
  • High-level proficiency in problem solving, critical thinking, and analyzing complex situations to identify key themes and identify actionable insights that lead to effective solutions and recommendations.
  • Excellent analytical skills. Experience developing reports, analyzing data, drawing conclusions and providing data-driven recommendations.
  • Demonstrated experience driving innovation and process improvements.
  • Customer service mindset.
  • Excellent communicator, written, verbal and presentation skills.
  • Outstanding written and verbal communication skills in English and Spanish. Fluency in French or Portuguese would be a plus.

  • SHRM or HCI certification
