The Recreation Program Manager is a leadership position within the Recreation and Parks Department under the general direction of the Deputy Director of Recreation. The Program Manager provides direct oversight and leadership for the development and management of the department’s programs, family events, activities, and special events. The Program Manager provides supervision of the Programming team, which includes preschool, youth, family, camps, adults, 55 Plus, senior services, indoor sports, and special events oversight. This team will work together collaboratively to establish, develop, and implement policies and procedures relating to the day-to-day operations of programming in the new 105,000-square-foot recreation and wellness center (“The Well”) slated to open in the summer of 2025.

This position is responsible for guiding a team in effective strategic planning, program development, evaluation, budgeting and financial management, cost recovery, administration, oversight of recruiting and hiring seasonal and part-time personnel, compliance with safety, security, and best practices, as well as customer service and evaluation. The program manager plays a crucial role in ensuring that the community center programming is meeting the needs of the community, operating efficiently, providing a safe and welcoming environment, and effectively collaborating with personnel with The Ohio State University Wexner Medical Center as it relates to collaborative programming at The Well. Provides leadership through effective communication and demonstration of Hilliard’s Promise, vision, mission, and values.

Assists the Recreation and Parks leadership team in preparing, developing, and monitoring the annual operating budget, including expenditures and the revenue collection processes, business plan, and cost recovery initiatives. Justifies and monitors operational improvements and budgetary expenditures, procurement, invoicing, and monthly reports.

Assists personnel with reporting, setting department financial goals for work area, participating in forecasting departmental projections, cost recovery, tracking financial activities, statistical reporting, and prioritization of operating expenses.

Fosters positive professional relationships with other city departments, public and private community organizations and user groups, and the community ensuring compliance and collaborative efforts.

Serves as the liaison with the City’s Community Relations Department, Hilliard Arts Council, The Ohio State University Wexner Medical Center, and other city, community, and various civic agencies and groups to ensure compliance and efficiencies related to programming and department.

Provides leadership and oversight to ensure the programming team is effectively and efficiently utilizing space in the community center and working efficiently with the facilities team.

Provides leadership, supervision, and assistance in programming and special events.

Ensures accountability for team’s essential functions and project oversight. Supervises, directs, and evaluates full-time and part-time staff.

Coordinates with the Recreation Supervisors the processes for recruitment, hiring, selection, evaluation, and assists supervisors in coaching part-time and seasonal employees.

Collaborates with Recreation Supervisors to investigate issues that conflict with policies, standards, and Hilliard’s Promise. Uses facilitation and mediation techniques in providing conflict management with employees, patrons, and external parties. Role models effective conflict resolution with patrons, staff, and colleagues.

Sets and maintains standards for high-quality internal and external customer service, facilitates ongoing staff training, and professional development opportunities.

Works with local authorities, schools, community organizations, and patrons to enhance the community center’s offerings and makes recommendations for program and facility accessibility.

Assists Community Relations Department in the development and production of activity guide, marketing plan, strategies, promotion incentives, and modifications for memberships, programs, and sales within the recreation and wellness center.

Develops and delivers written and oral reports to the Department Director, Deputy Director, and other boards, commissions, and city council if necessary.

Assists with the development and implementation of policies and procedures and writes and reviews staff manuals as needed.

Monitors compliance with laws, rules, regulations, policies, and procedures in collaboration with team to provide recommendations as needed for the Recreation and Parks Department.

Stays up to date with industry standards and best practices.

Manages program development process by assessing, planning, and making recommendations for programming development, and event improvements.

Responsible for the oversight of responsible procurement of supplies, equipment, and inventory.

Assists personnel in negotiating service agreements, coordinating with vendors, contractors, and staff.

Assists the Recreation Supervisors with the coordination of facility reservations, room schematics, and front desk staffing.

Responsible for assisting the facilities team to ensure the general operations, security, building schedules, opening and closing procedures and staff of facilities are accurately managed as related to programming and special events.

Works with Recreation Supervisors to ensure compliance with health and safety regulations, assists in the development and implementation of emergency response procedures and plans, train staff, and coordinates with local emergency services when needed.

Performs other duties as assigned according to Hilliard’s Promise; Heart for Service, Strength in Teamwork, and Drive for Excellence.Bachelor’s Degree in Parks, Recreation and Leisure Studies, Recreation Management Administration, or relevant field required. Master’s Degree in a related field preferred. Certified Parks and Recreation Professional preferred.

Rec Trac and other software application experience is required. (Rec Trac 3.1 is preferred experience for registration software.)

Ability to multi-task and meet deadlines.

Ability to establish and maintain effective working relationships with City employees and the public to gain their confidence and cooperation.

Ability to write and clearly and concisely speak English.

Ability to write, plan, compose and edit documents for publication.

Ability to gather data and prepare factual and financial reports.
