Thurston County Human Resources is seeking an experienced and motivated

Risk Analyst

specializing in safety and risk management and can perform a full range of skilled professional level tasks in multiple risk and safety disciplines. Typical responsibilities of this position may include, but are not limited to, the following:

Handling workers' compensation claims. Adjudicating tort claims filed against the county. Investigating accidents and performing safety and / or risk management audits. Reviewing county contracts for indemnification and liability assessments. Procuring insurance and bonds. Developing and maintaining strategic safety and emergency management training programs. Coordinating the development and implementation of specialized risk management. programs, projects, data analysis and recommendations. Utilizing insurance industry best practices and statute compliance to adjusts and monitor third-party liability claims and lawsuits. Obtains and analyzes investigation items such as incident reports, loss estimates, police/fire reports, medical records/bills, wage loss statements, and obtains witness statements. Interviews and corresponds with insureds, claimants, witnesses. Interprets complex insurance coverage issues to include; lines of coverage, indemnity, negotiations, subrogation, settlement documents, self-insurance and insurance policies. Develops, implements, and monitors risk management programs, early return to work opportunities and coordinates job accommodations with Elected Officials and Appointing Authorities. Interprets and administers union contracts, county personnel policies, federal and state laws. Consults legal counsel, as needed. Employees in this classification work under limited direction with a high level of autonomy and responsibility providing services on complex and sensitive assignments and issues for elected officials, appointing authorities, managers, supervisors and employees. The incumbent will report to the Risk and Safety Manager.

Working Conditions: The majority of duties are performed in an office environment with minimal physical exertion. Tort claim and injury investigations are conducted throughout the County and require employees to drive to various locations. Occasionally, travel outside the County will be necessary to attend training and meetings. When investigating an accident scene, incumbents will be required to work outside in inclement weather, walking across uneven terrain, may work around hazardous materials, stand for periods of time, climb, bend, stoop, reach, and/or crawl into places/spaces.

Bachelor's degree in business, psychology, public administration or related field. Additional experience may be substituted for education on a year for year basis. Three years of applicable experience in a human resources discipline. Ability to utilize a personal computer and related software packages to perform word processing, analysis, information retrieval and tracking. Current Washington State Driver's License or have requested and obtained an appropriate accommodation. Accredited professional risk, casualty claim adjudication and/or insurance certifications preferred. (Associate in Claims Certification (AIC) or an AA/AAS in related concentration/field of study. Public entity experience and/or Commercial Property Casualty Underwriter (CPCU) designation or ARM/ARM-P (Associate in Risk Management for Public Entities) certification is desirable.
