The GMB negotiates and issues over $1 billion in grants and cooperative agreements, annually. The GMB responsibilities are complex and critical to the Institute’s mission and success. In addition, the incumbent ensures awardees are in compliance with established administrative and financial policies, procedures, and sound business practices; evaluates budget justifications and financial arrangements, including cost analysis, review of accounting systems, adequacy of resources, acceptability of milestones, and techniques proposed to ensure responsible stewardship of funds; participates in the negotiation of the budget, award period, and terms and conditions for grant awards; and advises applicants and recipients on financial and business management issues relevant to their applications. This position requires working both independently and collaboratively and offers opportunities to impact priorities, develop new initiatives and contribute to the advancement of a national program of research. Qualifications Applicants must be U.S. Citizens and to qualify at the GS-09 grade level: possess a Master’s or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree OR 1 year of specialized experience in assisting in coordinating simple funding actions that begin the grant/agreements awards process; providing assistance in the administration of the grants portfolio; assisting with activities related to monitoring grants, including receiving and reviewing progress reports; assisting with preparation for on-site visits; and preparation of various reports OR a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. To qualify at the GS-11 grade level: completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree OR 1 year of specialized experience in reviewing grant applications that are limited in functional scope and complexity for adequacy, accuracy, and compliance with requirements; interpreting routine grants-related policies and procedures; monitoring grantees' continuing operations to ensure compliance with the terms and conditions of the grant award; and providing information to applicants and grantees on the grants process, regulatory requirements, and issues surrounding individual applications OR a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. To qualify at the GS-12 grade level and above: 1 year of specialized experience in administering a grants portfolio and signing off on standard grants mechanisms; monitoring grantees’ continuing operations to ensure compliance with terms and conditions of the grant award; negotiating, preparing and administering grants and agreements; providing fiscal and administrative review of grant applications; and participating in the negotiating, awarding and obligating of grant funds. The work site is in Rockville, Maryland.
